In political football, as in the gridiron variety, when the going gets rough the players sometimes need time out for strategy, as well as for recuperative purposes. California's pre-primary gubernatorial classic, at the moment, has reached the "time out" stage. After several months of preliminary skirmishing, there's a sudden lull in the game, with a temporary cessation of hostilities, as the specators view it—but there's a posibility that momentous decisions are being made in the huddle! The Republican lineup is subject to change without notice. Governor Merriam, at a public gathering, replies to kind words with a seemingly unreserved declaration: "I accept the nomination!" But the next day, he parries questions of Sacramento correspondents with the remarks: "Don't take seriously the things that are said facetiously." And the boys who have their heads together hear that Lieutenant Governor George J. Hatfield hasn't decided whether to carry the ball for governor or United States senator. There's still much to be done in the pow-wow. If Mr. Hatfield elects to run for senator, that leaves Mr. Merriam a fairly clear field, at least at the primary. But if he chooses to run for governor, there'll be bloody heads in the scrimmage. Opposing Democratic contestants also are in a huddle. The yardage made by Culbert L. Olson's left-wing aggregation has the opposing "regulars" seriously debating, "Who can stop Olson?" And it is reported that when the teams take the field Herbert C. Legg may be the ball-carier! The Governor George J. Hatfield hasn't decided whether to carry the ball for governor or United States senator. There's still much to be done in the pow-wow. If Mr. Hatfield elects to run for senator, that leaves Mr. Merriam a fairly clear field, at least at the primary. But if he chooses to run for governor, there'll be bloody heads in the scrimmage. O'Connor and John Dockweiler also are being considered in the "time out" caucuses, with Sheriff Dan Murphy of San Francisco and Congressman Frank Buck as still other possibilities. STOP ANOTHER DEPRESSION There is a grave danger, pointed out by many responsible economists, that the country may sink into another depression—unless corrective steps are quickly taken. The same experts are generally agreed that two of the outstanding causes of the recent drop in business production and the collapse in security values are the Capital Gains Tax and the Undistributed Profits Tax. The Capital Gains Tax, by heavily penalizing persons who sell securities at a profit, dams up the normal flow of private capital into productive industry. A man who makes such an investment must take all the risks of loss—but if he makes a profit instead, the tax deprives him of a large part of it. Under this condition, who can blame capital for staying in "hiding"? The Undistributed Profits Tax prevents corporations from using funds to build up necessary reserves against bad times, for expanding inventories, for rehabilitating plant and equipment, etc. To quote a National Industrial Conference Board Survey, "The tax penalizes thrift and introduces tendencies contrary to conservative financial practice. The tax involves the application of a new and unsubstantiated theory of taxation. It is uneconomic because of its effects on corporate policies and practices and not because of the burdens imposed. The tax is deficient as a regulatory device. The law assumes a degree of uniformity among corporations that does not exist, and the tax is inequitable primarily because of this assumed uniformity." Two bills have been introduced in Congress by Representative Emanuel Celler, Democrat of New York, to correct these taxes. In support of these bills is the practically united sentiment of economists, financial journalists, industrial leaders., and many men high in the government service. There is no qualified opposition worthy of the name. Prompt passage of these two bills should be the first... THE SCREWY AGE The government's left hand know not what its right hand doeth. That seems to be the only possible deduction to be made from a series of recent events. The Department of Agriculture has issued a sweeping complaint against a number of large meat packing firms, on the grounds that they have violated the anti-trust laws by conspiring to manipulate and control prices. And at the last session of Congress a law was passed—the Miller-Tydings Act—which makes a farce of all anti-trust legislation so far as it applies to trade-marked products in interstate commerce. The Act provides that the manufacturers of these products may establish the minimum retail prices at which they may be sold. Approximately 40 states have similar laws in effect. If a retailer refuses to hold to the "fixed" price, the manufacturer may blacklist him and refuse to deliver him more goods. Price-fixing with government blessing is very new in our national life, but the effects of it are already seen. In less than a year, representative products, including cosmetics, liquors and drugs, rose in price 5 to 15 per cent above the levels obtaining before price-fixing was legalized. The future trend will inevitably be upward. In his opinion, in which all of his eight colleagues concurred, Justice Black ruled for the commission, gave an outline of his reasoning: "Laws are made to protect the trusting as well as the suspicious. The best element of business has long decided that honesty should govern competitive enterprises and the rule of 'caveat emptor' should not be relied upon to reward fraud and deception." This opinion, the first of the court's 1937-38 term, was also the first one written by the court's newest member and an exception to the procedure whereby new justices serve an initial period before being called upon to speak for their colleagues. When Justice Black had finished, the court proceeded to the rest of the day's business. Just before leaving London for Brussels, willowy, young British Foreign Secretary Anthony Eden told the house of commons that the United Kingdom will "go as far as the United States, in full agreement with them, . . . in this dangerous and difficult Far East situation." Added he: "In order to get the full cooperation. . . . of the United States government in an international conflict, I would travel not only from Geneva to Brussels, but from Melbourne to Alaska!" At Brussels for the U.S., was President Roosevelt's perennial ambassador-at-large, grey and graceful Norman Hazekiah Davis. If the president and Davis had cared to take Eden at his solemn word, they could have proposed vigorous action to "quarantine world lawlessness," and the United Kingdom would have been bound to follow in giving the conference a shove in that direction. Instead, the keynote struck by Ambassador Davis was: "We come to this conference to study with our colleagues the problems which concern us. . . . Engineers of Bolivia's Aramayo Mines for ten years figured how to make profits from deep valley gold mining before they realised that the airplane could solve their transportation problem. Pan American-Grace Airways last week reported the successful completion of the first dozen bites into the 1,000,000 lb. of equipment that it has agreed to fly over the lofty, rugged Andes into northern Bolivia to reopen the gold mine abandoned two centuries ago. Pan American-Grace's task is to move 500 tons of mining plant and workers—the largest air express contract on record — from La Paz 60 miles over the peaks to the long disused Tipuani Valley mine. At take-off an airplane must rise from a landing field at La Paz, 12,000 feet above the Pacific, and immediately rise another 8,000 feet to clear the crest of the Cordillera before descending into the narrow Andean valley, lying almost at sea level. Farley valiantly fought at Candidate Mahoney's side to the end, realistic Franklin Roosevelt let it be known that three days before the election he had telephoned his good wishes to Candidate LaGuardia. PASSENGER—CRISTOBAL, Canal Zone SOUTHERN CALIFORNIA LEADS THE NATION IN AGRICULTURAL PRODUCTION ELECTRICITY BRINGS PROGRESS Four out of the five counties in the United States ranking highest in value of agricultural production are in Southern California. These tour leading counties are in Edison service territory, a part of a rural region which is one of the most highly electrified in the nation. It is no coincidence that the area which is the nation's agricultural leader also is one of the largest users of electricity. Agricultural success is closely related to the use of modern electrical methods. Electricity brings progress in every branch of agriculture...fruit raising, dairying, poultry raising, vegetable production, general farming.
