Tuberculosis Authority Speaks At Health Association Meeting Carl R. Howson, M. D., Los Angeles, an international authority on tuberculosis, was the chief speaker at the annual luncheon meeting of the Orange County Tuberculosis & Health association, held Monday noon at Daninger's cafe, Santa Ana. "The tuberculosis death rate has been reduced from 500 to 51.5 per hundred thousand population in the last hundred years," stated Doctor Howson. "Although the degenerative diseases such as heart, cancer, kidney and high blood pressure kill more people, they take their greatest toll after middle age while tuberculosis, a communicable disease, still is our major problem in the prime of life, 15 to 45 years of age. "In the prevention and cure of tuberculosis, we have made rapid strides. Lagnée's invention of the stethoscope gave to the physician one of his chief diagnostic tools. Better standards of living have done much to reduce the death rate and enable people to better withstand infection. The sanatorium has removed many patients from homes thus stopping the spread of further infection. Collapse therapy such as pneumothorax and thoracoplasty has saved countless lives. Efforts are being made in the last few years to find cases before they become ill and come to the attention of the physician. Tuberculin testing in schools offers a way of finding students who are infected. Arrangements are then made for treatment and the breaking of the contact." In closing, Doctor Howson remarked, "Our field of activity will have to be broad in scope for a good many years before tuberculosis can be brought down to an irreducible minimum." B. 2090, was reported out of committee and is now on the floor of the assembly. Amendments have been offered in regard to the bill and it is predicted that the bill can pass the assembly. B. 579, except that it deletes some of the provisions of the Olson bill. In the senate both the Olson and the Swing bills were amended. Senator Olson also set his bill down for special hearing for Friday morning, April 9. However, when the matter was called for discussion by the president of the senate, Senator Wagy of Bakersfield requested that the matter go over until next week as the bills had been amended so many times that it was difficult to follow the amendments without extensive study. As a consequence, both oil bills were taken off the special order file and have been returned to the daily file where they may or may not be heard during the week of April 11th.
