THE PURPLE SCALE
The purple scale was introduced in California from Florida in 1892 upon cuttings. Statements were then made that it would not thrive in the drier California climate, but it has succeeded very well in many of the coast sections from Santa Barbara to San Diego. Its eastern limit at present is in the eastern part of Los Angeles county, and has not yet appeared in Riverside or San Bernardino counties nor any of the northern citrus sections.
The purple scale is the most difficult to handle of the four scales thus far known, because of the resistance of the eggs to fumigation. It attacks leaf, branch, and fruit, often becoming incrusted on but a portion of the tree, usually the lower side. Parts of the tree will thus be badly injured by the dropping of the leaves and the killing of the branches, but it seldom, if ever, destroys the entire tree. The retention of the scales on the fruit after it comes into the packing house is another point against the purple scale.
The eggs of the purple scale are the pearly white oval-shaped bodies, which are to be seen upon lifting the mature scales. They are almost completely enclosed by the firm scale-covering above and the lighter cotton-layer beneath, forming a sack with the opening at the posterior tip, and through which the young make their escape. It is for this reason, largely, that the purple scale eggs are so resistant to hydrocyanic acid gas on account of the gas reaching them.
The number of eggs deposited is from 30 to 40 extending over a period of three or four weeks. The eggs hatch in fifteen to twenty days during the summer months. From may be occasionally seen to feed upon the purple scale, and the commonest of these are Rhizobius lophanthae Blaisd. and Scymnus marginicolles.

Secretary of the Interior Issues Timely Warning
Complaints have been received recently from settlers on reclamation projects that by reason of the misrepresentations of land agents they have been induced to purchase lands which were afterward found to be without any rights to water from the government canals. The secretary of the interior has issued the following warning, which, while it refers particularly to the Rio Grande project in New Mexico and Texas, is equally applicable to other projects containing large areas of private lands:
"All persons are warned against accepting any statements concerning this project, without inquiry from the officers of the reclamation service. Experience has shown that some warning of this kind is necessary, because misleading statements have been issued regarding the project and the conditions existing upon it. The project has many advantages, and would not have been taken up and pushed unless it was considered feasible and worthy of development.
In particular, attention is directed to the requirements of the reclamation act regarding residence and cultivation. The act prescribes that no right to the use of water for land in private ownership shall be sold for a tract exceeding 160 acres to any one landowner, and that no such sale shall be made to any landowner unless he be an actual bona fide resident on such land or occupant thereof, residing in the neighborhood of said land."

The young scales upon hatching remain under the parent but a day or two, and after another day or two of actively moving about over the plant, they settle down and remain stationary, in the case of the female, throughout the rest of their lives. They first secrete a couple of coarse entangling threads, which serve as protection until they have opportunity to cover themselves with the permanent scale covering.
The female undergoes two molts within a period of one to one and a half months. Eggs will be deposited at the end of two months in summer and during winter it is prolonged to three and over. Young will begin appearing in a little less than three months from the time the parent was an active young scale. The old scale dies soon after the production of eggs.
The male purple scale, after molting four times and going through the usual pro-pupal and pupal stages, emerges as a winged insect after a period of approximately two months in summer and three months in the winter season. The scale of the male is long and narrow and easily distinguished from that of the female.
Taking the minimum period from young to young in midsummer at 80 days and the maximum in winter at 120 days, there will appear during the season between three and four generations in the year. There appears to be a maximum period of eggs and young in May and June, and again in August and early September. The season of greatest mortality is here again coincident with the season of greatest production of young; but a

"It is also required that the landowner shall reclaim at least one-half of the total irrigable area of his land for agricultural purposes before any right to the use of water shall permanently attach. Ignorance of these and similar requirements has resulted in great embarrassment to purchasers.
"It is not known how many years will be required for the construction of the storage dam, nor is it safe to make predictions as to when water will be available, in view of the many uncertainties existing.
"Warning is also given that the amount of available water-power has been grossly exaggerated in many current discussions. It is not definitely known that there will be any power available for sale and there is no assurance that it will produce dividends reducing the cost of water rights.
"Purchasers are warned against being misled by the statement that certain tracts as signed up under the government irrigation project. This signing up "'s the landowner's subscription to the water users' association. It designates tracts of land and subjects to liability for water charges so much thereof as shall hereafter be furnished with water from the government works, but it does not in any way bind the government to furnish water to any particular tract. On the contrary, considerable areas have been thus designated in subscriptions to which, because of location, elevation, physical conditions or other reasons, water can never be furnished. Prospective purchasers should not rely upon the statement that the land is signed up, but should carefully investigate and satisfy themselves that the tracts offered to them are in fact likely to be furnished with water under the project.

There appears to be a maximum period of eggs and young in May and June, and again in August and early September. The season of greatest mortality is here again coincident with the season of greatest production of young; but a larger portion of the young succeed in getting established than is the case with either the red or the black scale. The provision for mortality, as indicated by the number of eggs produced, is not so great as in the black scale, for the black scale produces fifty times more eggs than the purple.
Aspidiotiphagus citrinus Craw. is the only parasite we have thus far taken from the purple scale. This is strictly an internal parasite, and attacks the scale only between the first and second molts. The egg is deposited within the insect, and there it hatches a very minute white larva with a tall-like appendage, which disappears with the later molts. The adult makes its way out through a circular exit hole in the posterior one third of the scale.
This parasite is not generally distributed over the localities where the purple scale occurs, and it is only occasionally that the parasite will be met with; but where it does occur, the amount of parasitization may run as high as 30 or 40 per cent. During the winter months it has taken at least five days for the eggs to hatch and nine weeks are necessary for its complete life cycle. In summer it requires much less time.
In addition to this internal parasite several kinds of ladybird beetles furnished. Prospective purchasers should not rely upon the statement that the land is signed up, but should carefully investigate and satisfy themselves that the tracts offered to them are in fact likely to be furnished with water under the project.

Almost every form of manly exercise has been practiced by his majesty, and there is not the slightest doubt that every kind of sport will benefit enormously during his reign.
Shooting, of course, holds the warmest place in his majesty's affections. "I love a gun," he confessed recently, "but I am almost as happy when I am fishing the pools of Dee with a long day before me."

"There is one thing that is particularly interesting and encouraging in American politics, and that is the ever increasing presence of our mothers our wives, sisters and daughters at political gatherings. Not only is it important in the fact that it has elevated the tone of political discussion; it is more significant than that, because, after all, if the God given rights of American citizenship are to work out their greatest destiny, it must be because of the character of American citizenship. Long after you and I have passed away, when the tariff and finance and these other questions shall have been relegated to the shades of the past, the underlying issues governing the permanency of our institutions will still be a living issue to govern the character of American citizenship."
This is one of the California laws that suffragists say is a relic of slavery days and should be erased from the statute books: "Every minor of the age of fourteen years or upwards may be bound by indenture as an apprentice to any mechanical trade or art or the occupation of farming to the age of eighteen, if a female, or to the age of twenty-one years, if a male."

The soldiers at the national home
For Santa Monica, have had the suffrage question brought to their doors
the suffragists of the neighboring town and Los Angeles. It is rule of the home that during a campaign but two meetings may be held in the home grounds. The suffragists have successfully evaded this by holding meetings just outside the grounds, where the old soldiers hear suffrage arguments and very days and should be erased from the statute books: "Every minor of the age of fourteen years or upwards may be bound by indenture as an apprentice to any mechanical trade or art or the occupation of farming to the age of eighteen, if a female, or to the age of twenty-one years, if a male."
This law, in connection with a law which gives to fathers the sole right to all the money earned by minor children, makes a certain type of slavery among minors possible. The suffragists maintain that there is no other means equal to voting for learning the weakness of California laws and therefore helping in the elimination of worthless laws and dangerous laws
Clifford Howard, a contributor to the North American Review and Atlantic Monthly, who has become prominent in the suffrage campaign, will have an article in the West Coast magazine for October, in answer to an anti-suffrage article by George Patton, a lawyer. Mr. Howard's article is a scholarly resume of the movement that is foremost in America today.
