County Buys Vote Tally System Orange County will abandon the marathon vote-counting sessions by some 10,000 precinct workers in the November general election. The board of supervisors Tuesday voted to acquire two Coleman Vote Tally Systems under a $1.6 million lease-option purchase plan. Coleman won out over a rival bidder,伏tronics, when supervisors noted that Coleman had been tested in an actual election and its system is superior for a densely-populated county such as Orange. The system counts standard paper ballots at the rate of an entire precinct every 45 seconds by scanning them with a series of photo-electric cells. It requires six persons to operate each unit. Coleman representatives said. Operators need very little training, they declared. So many safeguards are built into the system it is virtually impossible to operate it incorrectly. Kern County first used the system on a trial basis. Kern since has purchased the system. So has Cincinnati, O. Goneau Named ST. PAUL, Minn. — L. T. Kennedy, gas company division manager. To service customers in the area, Southern Counties has set a budget of $5,808 million for new facilities in the division during the coming year, Kennedy added. Largest item in the Orange County division 1964 budget is $5,087 million for connecting and servicing new customers in this area. Another major item in the local budget is $657,000 for main and service line replacements, Kennedy said. Insurance (Continued from Page 1) which provides financial protection to the policyholder if he is against a financially irresponsible motorist, will be increased a dollar a year. On a statewide basis, only Oakland Suburban (up 18.5 per cent) and Marin County (up 17.2 per cent) were earmarked for larger increases than was Orange County. Said Orange insurance agent Armand (Hank) Durante, president of the Insurance Agents Association of Orange County: "It's quite obvious that with the influx of people, the development of our highways and safety programs haven't been able to keep up with the population. "Metropolitan areas pay higher rates, and we have ceased to be a rural area." Insurance companies try to write from across - the - board samplings, said Durante, and the new rates reflect what the companies paid out during the last three to five years. "The insurance premium dollar pays for lots of things," said Durante. "Car repairs, doctor, hospital, attorneys, higher jury awards. All these trends have been inflationary." "These latest increases," said Durante pointedly, "follow previous increases six weeks ago by the largest direct-writing company (State Farm) in this area." Opening the series, Harry Golden, one of the most respected commentators in America and successful businessman in his own right, speaks on THE FOR-GOTTEN PIONEER. His presentation is an appealing combination of homespun philosophy, observation of business and social values, and a discussion of responsibilities which he feels leading business executives of the 1960's must ultimately accept if our free enterprise economy is to survive and prosper. In the following program, Shepherd Mead, "dogged" by success and author of HOW TO SUCCEED IN BUSINESS WITHOUT REALLY TRYING, gives "an advanced course" on that topic. The third lecture, DILEMMA AT THE TOP, novelist and business executive, Cameron Hawley, a perceptive critic of industrial society, directs attention at top management. J. Paul Getty, millionaire at 23, now billionaire, presents the final program, GALLANT IN SIGHTS AND BLUNDERS. Interwoven is the story of his own successes and failures. They spread the cost over long periods to keep tax rates reasonable. They hold own interest rates through competitive bidding to get the lowest rates available at the ease.
