Outpatient Care For...Vets...Limited
Only those veterans with service-connected disabilities are eligible for outpatient treatment at VA clinics, Dr. M. T. Sax, Director of VA's Los Angeles Outpatient Clinic, said today.
Exceptions would be disabled veterans receiving training under the Vocational Rehabilitation Act who need outpatient medical treatment for nonservice-connected disabilities to prevent interruption of training or to hasten return to training.
Outpatient medical treatment including medicine, bandages, etc., may be approved at VA hospitals or outpatient clinics or the VA may authorize approved physicians in the veterans's home community to provide it.

NOTICE IS HEREBY GIVEN that the said Board will receive in Room 218 in the Court House at Santa Ana on or before the hour of 11:00 A.M. of August 14, 1963, sealed bids or proposals for the construction of Fullerton Creek Channel from Knott Avenue to Western Avenue, Stanton Storm Channel from Knott Avenue to Western Avenue, and the Anaheim-Barber City Channel from Palmwood Drive to Station 354-400 and from Euclid Avenue to Wakefield Avenue.
Bids made on the form provided for the purpose addressed to the Board of Supervisors, Orange County Flood Control District, marked "Bid for Construction of Fullerton Creek Channel, Stanton Storm Channel, Channel and Anaheim-Barber City Channel".
Bids shall be for furnishing all labor, equipment and materials in accordance with Plans and Specifications therefor for the following work:

Item 1 2,554 Linear feet of earthwork, Fullerton Creek Channel, on a per lineal foot basis.
Item 2 2,934 Linear feet of earthwork, Stanton Storm Channel, on a per lineal foot basis.
Item 3 2,217 Linear feet of earthwork, Anaheim-Barber City Channel, on a per lineal foot basis.
Item 4 79 Cubic yards of portland cement concrete, Class "A", in structures, in place on a per cubic yard basis.
Item 5 4,520 Cubic yards of portland cement concrete, Class "B" in reinforced concrete channel lining, in place on a per cubic yard basis.
Item 6 1,724 Cubic yards of portland cement concrete, Class "B" in plain concrete channel lining, in place on a per cubic yard basis.

The foregoing quantities are approximate only, being given as a basis for the comparison of bids, and the Orange County Flood Control District does not expressly or by implication agree that the actual amount of work will correspond therewith, but reserves the right to increase or decrease the amount of any class or portion of the work, as may be deemed necessary or expedient by the said District.
All bids are to be compared on the basis of the foregoing schedule of work items.
Notice is hereby given bidders that in accordance with the provisions of Section 1770 of the Labor Code, the Board of Supervisors of the Orange County Flood Control District has ascertained the prevailing rate of per diem wages for each craft or type of workman or mechanic needed to execute the contract which will be awarded the successful bidder, to be as follows:

Board Waste
Visioning waste of public that might run into several billion dollars, the Orange County Board of Supervisors has asked the State Division of Highway head off private development property in the area to be demined for use as the route Imperial Freeway.
The Supervisors have noted considerable development is needed and is occurring in the area the proposed freeway extension. They have reminded the Divide of Highways that there is an immediate need for clarification.
An Anaheim high school arms has asked the editor public purpose is served with Congressman Richard T. Harris of Fullerton sends every high school graduate a costly graved "certificate of congratulation" on his achievement.
It is unfortunate that this young man has not had proper train in the function of our nation's government and that heQUESTs the propriety of being honored as a member of the highest legislative body in the land.

Provided that notwithstanding the general provisions contained herein, Flagmen, Guards, and Watchmen shall be paid not less than one and one-half times the prevailing rate for overtime (overtime shall be time worked in excess of eight hours per day or forty hours per week), and the straight prevailing rate for time worked on Saturdays, Sundays, and holidays where such time does not constitute overtime.
Bldders' attention is called to the above mentioned statute which will require them, if awarded the contract, to pay not less than said generals per diem rate of wages set forth in said resolution before mentioned, to all laborers, workmen and mechanics employed in the execution of the proposed contract.
The bidder must submit with his proposal a satisfactory check certified by a responsible bank or his bond and payable to the order of the Orange County Flood Control District for an amount not less than ten (10) percent of the aggregate sum of the bid, as a guarantee that the bidder will enter into the proposed contract If the same is awarded to him, and in event of failure to enter into such contract said check will become the property of the District.
The amount of the bond to be given to secure a faithful performance of the contract for said work and payable to the order of the Orange County Flood Control District for an amount not less than ten (10) percent of the aggregate sum of the bid, as a guarantee that the bidder will enter into the proposed contract If the same is awarded to him, and in event of failure to enter into such contract said check will become the property of the District.
The Contractor will also be required to furnish a certificate that he carries compensation insurance covering his employees upon work to be done under the contract which may be entered into between him and the said District for the construction of said work.
No bid will be accepted from Forms Contractor who is not licensed in accordance with the law under the provisions of Division III, Chapter A of the Business and Professions Code of the State of California.
No bid will be received unless it is made on the blank form furnished by the Chief Engineer. The special attention of prospective bidders is called to the "Information for Bidders" annexed to the blank form of proposal for full directions as to bidding, etc.
Plans and Specifications and other contract documents may be secured upon payment of:
(a) $4.68 if requested by mail
(b) $3.64 if picked up at the District office made payable to: Orange County Flood Control District (mailing address) P.O. Box 1078 (street address) 400 West 9th Street Santa Ana, California
There will be no refund for return of Plans and Specifications and return is not required.
The Board of Supervisors reserves the right to reject any and all bids and to waive any informality in any bid received.

Board Would Head off Waste of Public Funds
Possioning waste of public funds might run into several mil-dollars, the Orange County and of Supervisors has asked State Division of Highways to off private development oferty in the area to be con- nected foruse as the route of serial Freeway.
The Supervisors have noted that iderable develop- ment is plan- and is occurring in the area of proposed freeway extension. They have reminded the Division highways that there is an im- mate need for clarification of the use and development of the present Imperial Highway and the future Imperia Freeway which is of great importance to the County of Orange and all affected cities. Orderly development of the area and economical use of property are essential.
The request is backed up by a resolution approved unanimously by the Supervisors.
This is a conscientious effort by responsible public officials to do their sworn duty to protect the people of Orange County and the State from repertition of what has been seen so many times in Southern California during the building of the freeway system, that is the condemnation of newly improved areas and the removal of relatively new structures from rights of way.
It is not always possible to plan public projects far enough ahead of land condemnation to head off private development and consequent unnecessary expenditure of public funds for improved property. But we have a right to expect the exercise of such foresight in such cases as cited by the Supervisors in their resolution.

If the young man will carefully analyze the situation he will arrive at what the editor has arrived at, namely: the snowballing of expenditures by government and government officials will be overlooked by recepients of parchments when they are reminded that they will have years and years — even decades — to pay the bill.
Rams Doing Two-a-Day Workouts
The Dallas Cowboys at their Thousand Oaks training camp and Los Angeles Rams at Orange have gotten down to serious two a-day workouts for their charity game clash Aug. 8 in the Coliseum, which kicks off the season for both clubs.

"Barker to the position as assistant district Scout executive. Barker is assuming duties in Sea Explorer and Advance programs for the Northern Orange County Council.

Barker has been with the Scouting movement for a number of years beginning in 1945 as a Boy Scout. He was formerly connected with the San Gabriel Valley Council in Pasadena, approximately seven years. He served as Scoutmaster, assistant Scoutmaster, and Institutional Representative. Volunteer positions included district sustaining membership chairman, enrollment chairman and district camping chairman.
Barker, originally from Connecticut is married, lives in Anaheim with his wife, Paula and their two children, Kathy, 4½ and Julie, 2½.

OCC Nursing Program Set Up for Year
Two experienced nursing educators have joined the Orange Coast College Staff to teach in a new vocational nursing program, the first federal manpower development school in Orange County.
Mrs. James Bryant of Costa Mesa and Mrs. William Smith of Los Alamitos will participate in the team teaching work for the program.
Mrs. Bryant was superintendent of nursing services at Fairview State Hospital, Costa Mesa. She is nursing graduate of Glendale San-Mariano and Hospital and holds a bachelor of science degree in nursing from Long Beach State College. She has been a staff nurse supervisor at the California Lutheran Hospital, Los Angeles and has 14 years of experience in psychiatric nursing.
Mrs. Smith most recently was a teacher of nursing at Long Beach City College. She holds a bachelors degree from the University of Michigan and a master's degree in nursing education from the University of California at Los Angeles. She has spent three years in the U.S. Navy Course Corps and six years at the University of Michigan psychiatric institute. She also has served at the Veterans Administration Hospital in Los Angeles.
The vocational nursing program, Federal Manpower Development and Training Act, is designed to turn out 30 licensed vocational nurses in 51 weeks. The course started July 22 and ends July 10, 1964.

Sensitivity Training Fall Workshop Set
UCLA’s Sensitivity Training Training Fall Workshop will be held at the University’s Residential Conference Center at Lake Arrowhead, the weekend of October 11 through 13. UCLA, East Los Angeles, Orange County, Pasadena and San Fernando Valley groups of managers and professional people will meet together in the initial session which is designed to establish free and open communication.
Applicants to the program should complete their application forms by September 11.
“Sensitivity Training,” is a study of human interaction “from first impressions to authentic relations.”
Participants will include men and women strongly affected by person-to-person relationships in their jobs —leaders in business, industry, government and civic life, as well as persons from the professions.
The program will not attempt to change persons directly. Rather through “no holds barred” discussion groups under restrained guidance, films, forums and demonstrations, participants are given the opportunity to develop their human relations understanding and skills.
The program will be sponsored by the Institute of Industrial Relations, the Graduate School of Business Administration and University Extension at UCLA.
Scouts Make Mexico Tour
Two Northern Orange County Council Boy Scouts, Joe Golston, a Star and Mike Leahy, an Eagle, have departed from Garden Grove with the International 20-30 Club sponsored Boy Scouts of America trip to Mexico City in the company of 78 Scouts.
A civic sponsored farewell party was given by Mayor George Honold and the Chamber of Commerce at Euclid Park prior to the two chartered buses.
The group will be hosted by the 20-30 Club in Phoenix, Arizona with a chuckwagon dinner. In El Paso, the area club will host at breakfast in the Hilton Hotel. Mexican officials will greet the Boy Scouts with an address and red carpet at Juarez where they cross the International Boundary.
In Chihuahua, civic officials and members of the Mexico Boy Scouts will sponsor the group over night and in Mexico City the party will be met outside the city limits for a police escort to the Mayor’s offices for official welcoming.
Golston is the son of Mr. and Mrs. Rex Golston of 8424 Mercury Dr., and Leahy is the son of Mr. and Mrs. Ed Leahy of 8808 Grant Circle, Buena Park.
The party will return to Garden Grove on Aug. 3.
