$ — ANAHEIM GAZETTE Wednesday, March 15, 1963 ANAHEIM, CALIFORNIA Veteran Drivers On Crash Lists Experience is a great teacher—but in driving, experience alone is no guarantee of safety. California Highway Patrol Commissioner Bradford M. Crittenden said. "During 1961 for instance, about three-fourths of the drivers involved in fatal accidents had been operating a motor vehicle for six years or more, and more than half for about eleven years. "Most of these drivers assuredly had developed the necessary physical coordination to handle a vehicle. Many of them had experienced the normal frustrations and difficulties of driving. Yet they were involved in a fatal accident. "Perhaps a brief distraction, a moment's carelessness, or the failure to observe a law projected them into this disastrous situation. "Experience cannot be the only key to safe driving. Constant awareness, conscious action to minimize every potential hazard, and unrelenting compliance with law — these are the tools of the driver who avoids accidents," the commissioner said. "The State Chamber believes the existing tax burden in the United States is too heavy, that it is one of the factors slowing down our national growth and that it tends to destroy and penalize the initiative and resourcefulness of both individuals and business," White declared. Therefore, the Chamber advocates the following three-point program to improve productivity, increase job opportunities, and accelerate economic growth: 1) There must be a substantial reduction in federal individual and corporate tax rates. The need for tax cut action stands apart from the issue of tax reform. 2) There must be a significant cut in the 1964 federal budget without which there is very real danger that the temporary deficit would become permanent, leading to an inflationary spiral damaging to the economy.
