La Palma Ave. at Euclid ANAHEIM, CALIF. Super-Agencies Discussed by Orange County Senator By JOHN A. MURDY, Jr. 20th Senatorial Dist. State last year, eight men quietly took over reigns of eight newly-created super-agencies in California's $2 billion-a-year state government. Their job is to oversee and coordinate state operations andreas, boards and commissions the Governor. These junior executives make up Governor Brown's cabinet. Governor Brown contends it released his burden of watching state government and has provided more efficiency. Each super-agency has a cluster two to six satellite departments related interests. Ritics, namely Republican and community leaders through the state, have labeled the new Anaheim Savings And Loan Officials Go Back To School' Donald L. Fylpaa, assistant president of the California General Savings and Loan Association; and William B. Sheepd, vice president and secretarreasureur of the Keystone Savings and Loan Association, in Anaheim, will attend the sixth annual American Savings Loan Institute school for executive development at the University of Washington in Seattle, through Sept. 14. Two year program emphasizes individual development with students concentrated in the areas of finance, economics, and the behavioral sciences. Plan as just another layer of bureaucracy. I think all responsible leaders will agree that our state government needs an overhaul. How to do it is another cabinet was formed in a rather thing. The new super-agency peculiar way. Amidst some controversy during the 1961 session of the state legislature, the lawmakers did create by statute four of the agencies. They are: 1. Natural Resources, headed by William Warne. His departments include water resources, conservation, beaches and parks. 2. Highway Transportation, headed by Robert Bradford. His departments include public works, motor vehicles and highway patrol. 3. Youth and Adult Corrections, headed by Richard McGee. His departments include corrections, adult and youth authority. 4. Health and Welfare, headed by Samuel Leask, Jr. His departments include mental hygiene, social welfare and public health. That's as far as the Legislature would go in 1961. Governor Brown created the other four by the simple (?) executive order. One begs to ask the question why he did not do it with all eight or how he could do it with four when the Legislature had to create the other four. The agencies created by Governor Brown's executive order are: 1. Revenue and Management, headed by Hale Champion. His department is finance and he is director of finance. 2. Business and Commerce, headed by Preston Silbaugh. His departments include professional and vocational standards, industry of highway and transportation). "Even our best legislature had to create the other four. The agencies created by Governor Brown's executive order are: 1. Revenue and Management, headed by Hale Champion. His department is finance and he is director of finance. 2. Business and Commerce, headed by Preston Silbaugh. His departments include professional and vocational standards, insurance, corporations, savings and loans, banks and real estate. 3. Public Safety, headed by Bradford Crittenden (he is director of the highway patrol, whose agency is under the super-agency of highway and transportation). Departments under him include state military, disaster office, fire marshal and veteran affairs. 4. Employment relations, headed by John Henning. His departments include employment and industrial relations. Each administrator of each super-agency receives an annual salary of $25,000. But proponents say the new program has thousands of dollars and paid efficiency. Governor Brown embarked this plan because State government got too big and could some for one man to run. Less there is truly a reorganization of government, it will be big for the Governor and his junior executives. GIANTS OF CALIFORNIA NATION'S LARGEST OBSERVATORY ★★ NATION To judge a giant's strength, look at its foundation. Even earthquakes can't faze the 200-inch, 500-ton Hale Telescope of Mt. Palomar, the nation's largest observatory. Its mighty foundation is a 25-mile deep, natural block of granite. California Federal Savings Association, too, draws giant strength from a massive and monetary foundation. Over $800 million in assets... largest of any federal savings association... safeguard savings accounts at California Federal. Reserves are far above legal requirements. And, for 37 years, the financial policies of seasoned management have passed all tests in the proving grounds of depressions, wars and booms. And California Federal has another powerful strength: its middle name is Federal. Federal means chartered and fully supervised by a permanent agency of the U.S. Government. And Federal means savings accounts are insured under provisions of the Federal Savings & Loan Insurance Corporation. All this strength stands behind the funds you invest at California Federal's high 4% current annual rate. That's a higher rate than the national averages of all other types of investments, higher than most TWELVE CONVENIENT OFFICES TO SERVE YOU ANAHEIM OFFICE: 600 N. A hundred years ago, Anaheim was dotted with over four hundred thousand grape vines. The yield from these vines was enough to make 75,000 gallons of wine a year. Harvest, like the Festival, was in September and usually lasted two months. Indians from the San Diego area worked in the fields for wages which ranged between 50c and $1.25 a day. Anaheim wine makers prospered as more and more people invested in the enterprise until the original acreage had increased to over 3,000 acres in cultivation. Yield continued to pyramid until it totaled 1,250,000 gallons by 1884. Acclaimed Anaheim was acclaimed for its fine wines, which were superior to many of the European varieties. The industry grew so large that it became necessary for the Anaheim Wine Grower's Association to establish depots in San Francisco and New York. During this period, there were fifty wineries in operation in Anaheim. Even though the yield was high and the wines were of excellent quality, the Anaheim vintners had a problem which they never were able to overcome — animals! All sorts of animals, from stray cattle to coyotes, wild cats, badgers and bear, took their toll in the vineyards. Then in 1884, fate struck a cruel blow to the economy of early Anaheim. An unknown malady, far more devastating than the roaming animals, attacked the grape vines. The disease spread rapidly and by 1888 Anaheim had no more vineyards, no more productive wineries — and worst of all — no more economy. Had this vicious disease not wiped out the vineyards, it is quite possible that today Anaheim would be the greatest wine producing area in the world. Lets all join the California wine industry in a toast to the past wine heritage of Anaheim.
