County Election Returns...

National District (West Orange County) when Robert A. Geier, Orange Public relations man and former administrative assistant to Rep. James B. Utt, R-Santa Ana, apparently edged out John Harpw for the GOP nomination.
The county went along with the state in apparently approving all six propositions, thus authorizing 1970 million instate bonds for sale and approving the proposal to keep daylight saving time in effect in California through October.
Three possible runoff elections are reflected in the early returns. The heated battle in the Second Supervisorial District where Willis Warner, veteran of 24 years on the board, is retiring will apparently result in a runoff between David Baker of Garden Grove and Garden Grove City Councilman John Dean who is running him a close second as tabulation pile up.
Incumbent Claire Nelson, Fifth Supervisorial District, apparently also faces a November test for TOO HEAVY?

Zehra, as chairman of the group, said other civic groups have expressed an interest in joining ACHOO and that areas where there are no such groups, and where homeowners are threatened, ACHOO would go to their aid, if called upon.
Chi Pi Receives Four Recruits
Four new members were welcomed into Chi Pi Chapter of Beta Sigma Phi when the group met at the Tamasha Town and Country Club in Anaheim. Presiding at her last official act of the year was the outgoing president, Mrs. John Ragan, who read the beautiful ritual of the pledge for the four recruits.
An impressive candle light ceremony took place with Mrs. Charles Moroni, the incoming president, officiating. Mrs. Ragan was assisted by Mrs. Richard Davis, the chapter member advisor of Xi Eta Eta Chapter, and Mrs. Charles Dresser, the newly installed vice president.
The new pledges received by Chi Pi Chapter are Mrs. Robert Buck and Miss Patricia Hirsch of Anaheim, Mrs. Robert Reiland of Garden Grove, and Mrs. Robert Bosely of Los Alamitos.
The last meeting of the year was held at the home of Mrs. Zehra said a committee was being set up to assist other areas which have no homeowners' groups.
"One of the primary functions we would like ACHOO to serve is as a clearing house for common problems and to eliminate mass turnouts, as we had the past several weeks at the City Council chambers, by coordinating information and action into a neat, efficient bundle," Simpson commented.
Homeowner associations, and particularly ACHOO, are founded on the premise that homeowners have a right to say what is happening to their property, and the area in which their property is located, according to Zehra and Simpson. "... And the law says we have that right," Zehra finished.
Commenting upon the word the combination of initials formed, Zehra grinned and said, "... we're nothing to be sneezed at."
Another meeting of the group is slated to take place within the next 30 days.

All bids are to be compared on the basis of the foregoing schedule of work items.
Notice is hereby given bidders that in accordance with the provisions of Section 1770 of the Labor Code, the Board of Supervisors of the Orange County Flood Control District has ascertained the prevailing rate of per diem wages for each craft or type of worker or mechanic needed to execute the contract which will be awarded the successful bidder, to be as follows:
FOREMAN: All foremen not herein separately classified shall be paid not less than $2.60 per day more than the daily rate of the highest classification over which he has supervision. APPRENITIES may be employed in conformity with Section 1777.5 of the California Labor Code.

Provided that notwithstanding the general provisions contained herein, Flagmen, Guards,and Watchmen shall be paid not less than one and one-half times the prevailing rate for overtime overtime shall be worked in excess of eight hours per day or forty hours per week),and the straight prevailing rate for time worked on Saturdays,Sundays,and holidays where such time does not constitute attention is called to the above mentioned Statute which will require them, if awarded the contract,to pay not less than said general per diem rate of wages in said resolution hereinafter mentioned,tol all laborers,workers and mechanics employed in the execution of the proposed contract.
The bidder must submit with his proposal a satisfactory check certified by a responsible bank or a bidder's bond and payable to the order of the Orange County Flood Control District for an amount not less than ten (10) percent of the aggregate sum of the bid,a guarantee that the bidder will enter into the proposed contract if the same is awarded to him,and in event of failure to enter into such contract check will become the property of the District.
The amount of the bond to be given to secure a faithful performance of the contract for said work shall be fifteen (15) percent of the contract price thereof,and an additional bond in an amount equal to fifty (50) percent of the contract price for said work,bond shall provide that if the person or his subcontractors fail to pay for any materials,provisions,或 other supplies,用 in uponfor.or about the performance of the work contracted to be doneor for any work or labor thereof any kind.of amounts due underthe Unemployment Insurance Act with respect to such work or labor,the surety or sureties will pay for the same,and also in case suit is brought upon the bond,a reasonable attorney's fee to be fixed by the court.
The Contractor will also be required to furnish a certificate that he carries compensation insurance covering his employee upon work to be done under the contract which may be entered into between him and the said District for the construction of said work.
No bid will be accepted from a Contractor who is not licensed in accordance with the law under the provisions of Division III Chapter 9 of the Business and Professions Code of the State of California.
No bid will be received unless it is made on the blank form furnished by the Chief Engineer. The special attention of prospective bidders is called to "Information for Bidders"annexed to the blank form of proposal for full directions and specifications on file in the office of the Orange County Flood Control District.Engineering Building,400 West 5th Street (mailing address):P.O.Box 1078),Santa Ana,California.Specifications and other contract document forms will be available for examination without charge and copies may be secured at the office of the Orange County Flood Control District.upon payment of $3.64 if picked at District offices or payment of $4.68 if requested by mail.In either case payment of the appropriate purchase price,the Plans and Specifications become the property of the purchaser and are NOT to be returned to the District or refund.
