Water Waste County Three

Water in 1962 may well prove to be more precious than the very air we breathe. It effects every one of us and, whether we like it or not, we are all responsible for its use and conservation.
The Public Utilities Commission, the State of California, in 1856, held a series of hearings and finally issued its now famous "Orange County Decision" ordering all water utilities in west Orange County to meter all of their services by 1960.
This was not aimed at just one company, but was directed at all of the utilities serving the public in this area.
Further, it set up "spheres of influence"" for each utility, giving equal territories to each for water service, and it ordered that no company was to go into an area given to another.
How well this directive was carried out and how well each utility obeyed the order is a matter of record.
The Southern California Water Company is 100 per cent metered, the Pacific Water Company is about 85 per cent metered and the Dyke Water Company is facing a hearing before the PUC to determine why it has not carried out the directive issued in 1958 to 95 per cent metered, as this area has a large part of the un-metered services.
The City of Anaheim has taken a firm stand behind the program to have all services metered, as have most of the other cities in Orange County. Practically all County Chambers of Commerce have passed resolutions backing the move, and many service organizations have joined the fight to see all services regulated by meters for the purpose of water conservation.
It has been proved over a period of many years that the metering of water connections tends to cut down considerably the use of water. And at this stage of the game every drop counts.
Stringent economy moves such as watering on only certain days, and not washing your car in the driveway, have been put into effect by some cities in the state, but as yet it has not been done here in Orange County. It might be pointed out that there is a county ordinance that prohibits the waste of water flowing down the roadways.
This is punishable by a fine of up to $500 or a term in the county jail of up to 6 months!
There are several cities in the county with similar ordinances, but as yet it has not been enforced in any instance that I know of. The time will soon come, though, when it will be as unhealthy for you to let water run down the gutter from over-watering as it would be for you to be caught in your neighbors hen house!
In my house I have my family educated to turn off the water while they are scrubbing their teeth — they turn it on only at for quite some time with that met with Governors in Sacramento and Los Angeles elections. Forest D. Pugh, president, Forest D. Pugh & Associates, Inc., Anaheim, general contractors, has announced the appointment of John E. Chadwick as general sales manager for all Pugh real estate developments, including the Casa Linda community, Yorba Linda.

Chadwick attended the University of Kansas and is a retired Captain, USNR. He served a total of eight years active duty with the USNR during World War II and the Korean conflict. He is married and the father of five children.

Appointment of Harold Botts of Botta Nursery, Anaheim, to the Nurserymen's committee of the 1963 California International Flower Show and Food Festival has been announced by Roy F. Wilcox, general chairman, of the show.
Wayne A. Andrade, of Wayne's for Flowers, also in Anaheim, was appointed to the retail florists committee for the show.
The tenth presentation of the colorful floral extravaganza will be held at Hollywood Park, Inglewood, March 16 through 25. The Hollywood Turf Club has again donated its building and facilities for the presentation of the show.
One city director of public told me that it cost his $850,000 a year to just pat holes in the streets made ter running down the gut wrecking the blacktop. It really adding insult to injitting the taxpayer on boo with water waste and street tainence!

Wood Shop Class Starts Jan. 29
The second semester of shop will start Monday Jan. Anaheim Evening High This class is open to both ners and the advanced Meetings are on Mondays Wednesdays from 8:30 p.m. in room No. $1.
People who are interested learning to work with wood in the wood-working trade ticularly cabinet making urged to enroll. Individualization is stressed throughout pupils may construct any they wish.

Art Exhibit Set at AHS
An art exhibition of china painting and oil painting done by students of the Anaheim evening high school classes will be held Saturday, Jan. 27, at the studio of the teacher, Mrs. William Payne, 810 E. Broadway, Anaheim, from 1 to 4 p.m. to which the public is invited.
Rose Mary Kibler of Sepulveda, president of California China Painters Assn., will be the speaker. Cecile Albertson, a well known painter of Los Angeles will give a demonstration on painting methods.
Decorated dinner were, lamps and glass painting will be included in the display. Several tables of antiques will also be on display, as well as European studies acquired by the teacher last year in Europe.
Registrations for the coming semester will be available at this time.
Many Moons' To Be Present
Jan. 27 at Anaheim High School
"Many Moons" will be presented this Saturday, Jan. 27 at the Anaheim High School auditorium by the Anaheim Park and Recreation Department.
This is the third production in the Children's Theatre Series being sponsored by the Recreation Department.
"Many Moons" centers around the adventures of a young princess, the king and the court jesters. It was authored by humorist James Thurber and carries an entertaining story line along with music.
It's being staged by the Court Jesters, graduates of the drama department at San Fernando State College. Directing the play is Dr. William Schlosser, head of the drama department.
All elementary children in Anaheim are invited to attend the production with single tickets on sale at the door the performance. Season available at the Reception Place located at 309 So Anaheim.

This, as you know, was the all-important measure to bring down the Feather River water from the north to help meet the needs of our exploding population. The result is history as we all know. The bond issue carried — and it is with a great deal of satisfaction that we can say it was Southern California that carried the day and put the plan over.
I am very proud of the fact the Governor said to me "You deserve a share of the credit for this great achievement."
But where will we be if the water finally gets down here and we have no place to store it? If our underground basin is contaminated from salt water intrusion due to large amounts being unnecessarily taken out by wasteful pumping there will be no place to put the millions of gallons that will be ready when the project is completed.
So it isn't a question of metering or money or anything else — it is simply a question of Water Conservation — and the only sensible way to regulate the use of water is by putting a meter on it.
People just don't waste something they have to pay for, when actually they don't have to waste it at all. They just have to practice a little prudence.

Second — water rates will continue to go up if additional supply is not made available. However, it should be pointed out that water rates are about the same as other utilities, and the more you use, the more it will cost you.
Third — there will be less and less pumping from the underground basin, and more use of imported water as time goes by.
Finally, it can safely be said that programs will be started all over the county to educate the public on Water Conservation.
The simple fact remains that when what we have is gone — there won't be any more. So don't get any water run down the gutter. Don't over-water — it's not at all necessary. And if you must wash your car, try to put it some place where the water won't be wasted by running down the curb to the nearest storm drain.
One city director of public works told me that it cost his city over $50,000 a year to just patch up the holes in the streets made by water running down the gutter and wrecking the blacktop. So that's really adding insult to injury anditting the taxpayer on both sides with water waste and street maintenance!
I would like to take this opportunity to go on record as saying that the tremendous work the Public Utilities Commission of the State of California has done so try to guide the water situation in Orange County, and in all the rest of the Southland, is really bearing fruit.
