Around Anaheim ... (Continued from Page One) west-side against the rest of the city. More explicitly, it is the 'new' versus the 'old'. Gradually, the more recent Anaheimers are coming to realize that while they are in the majority, their affairs and government are being run by the 'old guard', the ultra-conservatives, the self-appointed city rulers. This is not to say that all the so-called 'old timers' are against change and relinguishing power. Civic minded individuals such as Harold Smith, Leo Friis, and many others are more concerned with city growth and development than retaining petty power and prestige. They see the handwriting on the wall and realize that the future of the city belongs to those who have moved here during the past 10 or 12 years. They are young enough in civic spirit to want to be a part of that future. But unfortunately, they do not have the final say. Those who want to retain the old ways are, in their near-sightedness and self-fishness, threatening to deprive the city of one of its most attractive political features — no partisanship in municipal elections. During the short time I have been in the city, I have seen this thin, vaporous smoke screen of park sites, Planning Commission squabbles, zoning ordinance and such, being held up as the real issues. In some cases, this might be intentional. But I suspect, in most cases, it is simply an inability to distinguish between the real and the phantom. In the final analysis, it is this lack of leadership ability and insight on the parts of those who would lead from behind the scenes that will eventually cause their downfall. Two Aviation Leaders Are Luncheon Guests The two foremost aviation leaders in the nation were guest speakers at a 9-county civic luncheon sponsored by the Regional Airport Study Committee yesterday at the Biltmore Bowl in Los Angeles, William J. Halaby, administrator of the Federal Aviation Agency, will high-light the special event commercial and general aviation, with emphasis on methods of administering and financing an airport system. The initial phase of the survey was completed last year by Stanford Research Institute with the financial aid of two non-profit foundations, the Southern California Improvement Foundation and the Haynes Foundation, and private contributions.
