NOTICE TO CONTRACTORS
Sealed proposals will be received at the office of the State Highway Engineer, Room 406, Division of Highways Building, 120 South Spring Street, Los Angeles, California, until 2 o'clock p.m. on February 8, 1962, at which time they will be publicly opened and read in Room 2 of said building, for construction on State highway in accordance with the specifications therefor, to which special reference is made as follows:
Orange County, between 9.3 miles north of South Street in Anaheim and 0.2 mile south of Santa Ana River (VII-Ora-14-Ana, A. Ora, SA), about 4.1 miles in length, additional lanes of portland cement concrete and of asphalt concrete for a 6-lane freeway to be constructed, a reinforced concrete separation structure to be widened, median barrier to be installed and highway lighting and sign illumination systems to be modified.
Bids are required for the entire work described herein.

Minimum wage rates for this project have been predetermined by the Secretary of Labor and set at 60 per day in the special provisions. In the event there is a difference between the minimum wage rates as determined by the Secretary of Labor and the prevailing wage rates as determined by the Department of Public Works for similar classifications of labor, the Contractor and his subcontractors shall not pay less than the wage rate which is the higher of the two.
Abbreviations used in the schedule of predetermined wage rates in conjunction with employer payments listed in the right hand columns are identified as follows:

Employer payments other than those itemized herein, as defined in Section 1773.1 of the Labor Code, are to be paid in accordance with the terms of the collective bargaining agreement applicable to the type or classification of the workmen or mechanics employed on the project.
Overtime, Sundays and Holidays—not less than one and one-half (1½) times the basic hourly rate plus applicable employer payments. The holidays upon which such rates shall be paid shall be recognized in the collective bargaining agreement applicable to the particular craft, classification or type of workman employed on the project.
Copies of all collective bargaining agreements relating to the work as set forth in the aforementioned Labor Code are on file and available for inspection in the office of the Department of Industrial Relations or Labor statistics and Research.
Attention is directed to Section 181G of the Standard Specifications providing for employment of apprentices on the work. Every such apprentice shall be paid the standard wage paid to apprentices under the regulations of the trade at which he is employed. Information relative to employment of apprentices shall be obtained from the Director of the Department of Industrial Relations, who is the Administrative Officer of the California Apprenticeship Council.
Bursars are provided in Section 1770 of the Labor Code of the State of California, the Department of Public Works has ascertained the general prevailing rate of wages and employer payments for health and welfare, vacation, pension and similar purposes in the county in which the work is to be done as follows.

In December, the City Council and the City Manager decided the city needed a full-time assistant planning director and asked Reese if he would take the job.
“Although I was satisfied with Simon Eisner & Assoc. and was reluctant to enter city employ, I was so favorably impressed with Keith Murdock (city manager), Mayor Charles Pearson and the City Council, that I decided I would make the change and have had no reason for regrets,” Reese said.
From 1957 through 1959, Reese served under Mungall as his assistant. In 1959, when Mungall retired, Reese, then 32-years-old, took over as planning director.
Simon Eisner remained with the city from ’57 to ’59, working on new zoning ordinances, while Reese was concentrating on the master plan. In 1959, the zoning ordinance was submitted to the City Council for adoption, but was held in abeyance because of legal weaknesses in its structure.
“The passage of a good zoning ordinance is one of our most immediate goals,” Reese told the Gazette. “The ordinance under which we are presently operating is so antiquated that it undoubtedly was of little use to the city back in 1950, when it was first adopted. If it was inadequate then,
imagine a word to describe it today.
“The out-dated zoning ordinance slows up the work of the Planning Commission and keeps them from their more important job of over-all planning for land usage,” he finished.
Many people confuse the Planning Dept. with the Planning Commission.
The Planning Dept. is a department of the city government. Its members are professional planners who work on a full-time basis.
The Planning Commission consists of nine members who are appointed by the City Council for a term of four years. They meet every two weeks at 2 p.m. in the City Hall council chambers and conduct public hearings regarding zoning of property, variances, and conditional use permits. They are paid an expense fee of 10 dollars a meeting, the total amount for a year not to exceed $520.

Should Placentia win the court battle for annexation, Anaheim will have only a slim out for expansion to the east—that through the possible future annexation of Peralta Hills.
Refugee Speaker...
Princess Catherine Karadja, who escaped Soviet oppression in Romania and has been warning Americans the past five years of the perils of Communism, will tell her experiences as a guest speaker for the Santa Ana Adult Education class in "History of Communist Aggression" on Wednesday, Jan. 24, at 7 p.m. in Lecture Hall A-1, Santa Ana College campus.
And it will indeed be a slight chance, for Placentia's claim to annexation swings in a narrow strip down Jefferson, along the northern side of the Santa Ana and then widens into a wide patch from the river up toward Yorba Linda. This would squeeze Anaheim, even with Peralta Hills as a breakthrough, between Orange and Placentia and leave available only narrow strips, if that.
Should the courts decide in favor of Anaheim, and the feeling in City Hall is that they will and should level headed citizens keep the Planning Commission free from the contaminating clutches of those who would selfishly and ignorantly attempt to use it to further their own political or economic gain, the city will have an open path to broad territorial expansion in the east, and cultural and economic growth within present and future boundaries.
