ASC Offers Plan on Cuba, 'Red' Expansion in West
With a strong note of urgency, the American Security Council's National Strategy Committee today released its plan for strangling Communist expansion in Cuba and Latin America.
Urging the U.S. to "be firm, take a stand, and act like the leader it used to be," the report suggested we:
1. Take a firm stand against Communist expansion then tell and show the world we mean what we say—that the Monroe Doctrine is not dead!
2. Declare the Western Hemisphere to be a "peace zone," and tell the world we mean to keep it that way through use of national power, if necessary.
3. Declare all Communist war material, including fuel, as contraband and prohibit its shipment into the peace zone.
4. Use national power to send back, jettison or seize all contraband sent into the peace zone.
5. Adopt as U.S. policy the coasting of Castro's Communist dictatorship from Cuba, and enlist active support from anti-Castro and anti-Communist forces.

The report, signed by members of the top-level civilian committee, said the U.S. should undertake these objectives immediately in cooperation with other American states.
"But we would do it alone, if necessary," the report also declared.

But most important is: Why should Anaheim be asked to foot the bill for other school districts around the state?
This new state ruling has far-reaching effects. And it virtually takes local control out of the city school boards' hands.
What probably will be done is to buckle under to the state edict and figure it's "only another tax."
But there is a better way. It can only come when residents decide they want local school control back. This can happen if they start demanding it now.

Vaccine for approximately 17 thousand polio shots is stored and ready for use in the Orange County polio clinics, Dr. Thomas E. Hanigan, president of the Orange County Medical Association (OCMA) announced today.
"Barring unforeseen demands, this stored supply will be sufficient for all clinics through September, at which time another supply large enough for the remainder of the clinic schedule is expected to be ready," Dr. Hanigan said.
"Naturally, we cannot know with absolute certainty how many persons will come to the clinics. But based on last year's records, the on-hand sun..."

Furthermore, he poined out, it is possible that the United States Public Health Service (USPHS) will approve the oral vaccine now under study while the local supply of Salk vaccine is still being used. If this occurs, he said, the vaccine supplier for the clinics is ready to make the new orally-administered material available.
A series of polio clinics is being held at hospitals and other sites around the county this year. For persons able to pay, the shots are $1. They are free to persons unable to pay. Doctors donate their time to the clinics.

Paul G. Dumin, 3126 Del Monte Drive, Anaheim, was discharged from the U.S. Air Force on July 28 and to become branch manager for a costume jewelry firm with headquarters in Downey.
Dumin's discharge closes a colorful military career that spanned service in both the German Luftwaffe and the U.S. Air Force.
Dumin was born in Beatrice, Nebraska, but in 1935 his German-born parents, the Rev. and Mrs. August Dumin, returned to Germany as missionaries. Then in 1943, the 17-year-old boy was caught by Hitler's decree that "all born of German blood are German." He was drafted first in a compulsory labor camp, and then into the Luftwaffe as a student pilot.
As an American by birth, Dumin was promised he would not be required to fight against his own people, but would be utilized on the Russian front. This promise was broken when lack of planes forced curtailment of the Luftwaffe program. He was picked for the Ardennes maneuver when German troops were dressed in Allied uniforms to infiltrate the American lines.
Dumin refused to fight against U.S. troops and was courtmartialed. On the way to prison camp, his train was straffled by P-51 Mustangs of the U.S. Air Force. He escaped during the confusion. He his way to his parents' where he hid until he received a tip that the security were looking for him. Dumin went back to the front where he unknowingly reported suicide "do-or-die" unit eating against the Poles in Bremen area. When asked orders assigning him to unit, he claimed they were in the strafing.
In late April 1945, Dumin was wounded by shrap Three days later, enroute the hospital, he was hit by machinegun fire. Then while the hospital he was captured by Canadian soldiers.
This ended his part in war, but it was the beginning of a private war that pitted him and Cupid on one against East German quiescence as he kept sneaking across guarded frontier to see his future wife in Leipzig. They married there in 1950.
The following year he permitted to return to the war but could not get his fare out of East Germany. The 1953 he returned to Germany as a member of the U.S. Army Forces and resumed effort getting them free.
After one attempt when they were caught and returned, Dumin, son Tommy and parents were successful in getting to West Berlin. Eventu
