City Officials Describe Evolution of Local Park There is more to developing a park than meets the eye. The scattering of grass seed is merely one small step in the process of construction. For example, the 8.7-acre park site at Crone and Loara Sits was purchased by the City of Anaheim several years ago when land was comparatively cheap. After careful study in July, 1960, the Park and Recreation Department received $12,000 from the "City general fund" for partial development of this area. Planning and coordination are handled by two persons in the Park Department: the park development coordinator, Richard Kamphefner, and engineering aide David Pagano. A preliminary design plan is completed by this department and submitted to the Engineering and Public Works Departments for approval. At this park site, it was discovered considerable street widening, curb and gutter, plus sidewalk work and an open six-foot draining ditch had to be covered before any park development could be undertaken. This type of work is financed and contracted by the City Engineering Department. While this phase is under construction, a final design plan with necessary revisions is completed with the final approval trically controlled sprinkler system. All internal sidewalks are poured prior to completion of the sprinkler system. At this time, one of the Park Department's maintenance crews begins planting all trees specified on the design plan. With sidewalks, trees and sprinkler system installed, extensive finish grading is begun. The park crews do all scorifying, blade work and loading with the new tractor purchased this year. Light watering and hand raking is done to prepare the area for turfing. Steer manure is worked into the soil at the rate of 20 cubic yards per acre and hand raking is again done. A lawn seed mixture of common Bermuda, Kentucky blue, redtop and meadow fescue is spread at the rate of approximately 125 pounds per acre and covered with a light top dressing of fertilizer. This seeding and top dressing is completed in one day. During the germination period, the automatic sprinkler system must be operated manually during the daylight hours to keep the seed from drying. After approximately one month the system is set for automatic night watering. At this point, it is discovered the year's money is expended, and a new budget year is applied from the State Board of Equalization have started field work on a program designed to test the average relationship between assessed values and market values of taxable property in Orange County, according to Richard Nevins, Fourth District member of the Board of Equalization. This is part of a statewide inter-county equalization program which is continually in progress throughout the state. The primary purpose of this work. Next, a grading plan and automatic sprinkler plan is drawn and a list of materials complete to the last coupling, is submitted to the Purchasing Department for bid. Actual site grading is done by contract after the ditch is relocated and covered, and after all curb, gutter and sidewalk construction is completed. If the county average is found to be in substantial conformity with the average for the whole state, no adjustment of assessed values will be needed. If it is far out of line, all secured roll assessed values in the county will be changed by whatever percentage is required to bring the county-wide average into conformity with the statewide average. Schutte, members of the City Council, City Manager Keith Murdoch and Planning Director Richard Reese toured redevelopment areas in San Bernardino as part of their study to decide on an urban agency for downtown Anaheim.
