Quick Look at Your Driver's License Renewal Date Urged
Now is a good time to check up on the expiration date of your driver's license.
Robert McCarthy, State Director of Motor Vehicles, made this suggestion to California motorists this week, adding that licensed drivers are often able to save themselves time, avoid extra examinations and get more for their driver's license fees if they check at frequent intervals to make certain their licenses haven't expired.
"Since the 1957 law changed the terms of drivers' licenses from the flat four-year terms to periods of varying length, some motorists have failed to renew their licenses promptly to take full advantage of the maximum term provisions of the Vehicle Code," he said.
The law permits holders of drivers' licenses to renew their permits up to six months before expiration, and for 30 days after expiration, without reducing the maximum license term of approximately five years, if they are otherwise entitled to it.
Original or first-time applicants who qualify are granted licenses good for up to three years.
Drivers with poor safety records, as shown in their official files, receive no more than a two-year license.
All licenses issued under the 1957 law expire on a birthdate of the holder.

Gas Fuel Cell As Home Power Supplier Seen
A generating plant, no larger than a suitcase, for each home; an "all year" air-conditioned blanket that heats in winter, cools in summer; a house furnace that drives its own electric blower with its own heat...
These are some of the Space Age, home-of-the-future devices likely to result from research now going on in converting natural gas energy into electricity, J. M. Kennedy, Southern Counties Gas Co.'s Orange County Division manager, said this week.
Kennedy has just returned from a briefing in Santa Monica on research in this field being conducted by approximately 50 leading industrial firms and universities.
The natural gas fuel cell, he said, is a device like a super efficient storage battery which never needs recharging. In comparing it, the cell has a theoretical efficiency approaching 100 percent, as against 40 percent for the most modern steam-electric power plant, he said.

Anti-Red School Lists Youth Day
Youth Day at the Orange County School of Anti-Communism will be Wednesday, March 8, says a joint announcement of Robert Peterson, chairman of the education committee, and Youth Committee Chairman Ed Brattain, members of the sponsoring group.
The school is scheduled at the Disneyland Hotel March 6-10.
Student day sessions are being offered free to all students accompanied by faculty members or parents. Reservations prior to March 1 are required from school authorities.
Participating schools must furnish lists of students, make individual arrangements for their transportation, and where classes overlap meal time anticipate student lunches.

Final Chance To Sign Up in Little League
Approximately 100 prospective Little League baseball players have registered so far, officials of the North Anaheim Little League announced this week.
Final opportunity to register will be Saturday 9 a.m. until 2 p.m. at the Sunkist School.
Boundaries of the league are Harbor Blvd. on the west, Center St. on the south, Orange-thorpe Ave. on the north and the Santa Ana River on the east.
Boys who have passed their ninth birthday and will not be 12 before July 31 are qualified. Each must be accompanied by at least one parent during registration and must bring birth certificate.
Tryouts will be scheduled next month.
Oratorio Choir Lists Students From Anaheim
Carolyn Ragland, Judith Meyer, Don Lamar, Patricia Hobrook and Geraldine Reis Anaheim are among the 45 students participating in the San Antonio College Choir presentation of the oratorio "The Holy City Sunday in Phillips Hall."
The choir will be accompanied by a 15-piece orchestra including Joseph Nardulli and Adrian Holland, prominent Orange County musicians, as sociate artists.
Review of Books Set Wednesday
The Anaheim Public Library will present Mrs. Mary Scanlon borough in a book review new Wednesday at 10:15 a.m. In the library reading room, 241 Los Angeles St. She will review a series of 10 books of current interest. As in the past, an informative and pleasant ho can be expected.

Your courts work on the principle that there should be no long without a remedy. This principle applies to the relations between the ordinary citizen and public officials.
You have a full right of public officers to do certain things which person may affect you. Yet, suppose they won't. And suppose they damages alone may undo the wrong done you. Take a principal who won't your child go to a school through the child is eligible. Such a case a court may grant you a special remedy—cribt of mandamus—to get justice done.
In a writ of mandamus a court orders someone, as a public officer, to do his useful public duty. When can you seek such a request? (1) You must show the fact that you have an existent right, not a new one you trying to set up, (2) you must have used up other means of getting the duty; and (3) the officer, of course, must owe you the duty for the law. It must not be something the law permits him to or not in his discretion. Must, before you seek your order, you must give the officer opportunity to do what you him to do by asking him to do it. If he still won't act, can then ask the court for writ.
Such writs are not lightly granted. A court will not grant the writ unless you have a real stake in having the law carried out. Your right must be substantial. For otherwise, petty matters would plague our courts and harass our public officers. The court also looks into the public duty you demand of the officers. For the sake of justice, the court must use its judgment in deciding whether to issue the writ or not.
The court calls the officer to appear. If he gives good reason for not doing what you want him to do, the court will not grant the writ. If he does not come or fails to give a good reason for his conduct, the judge will then grant the writ of mandamus. It orders the officer to do or not to do certain things required of him by the law. Should he still refuse to do what you have asked, the court can fine him or use some other method of compelling him to act.
Discussions on Health Offered In FJC Series
Beginning next Wednesday evening Fullerton Evening Junior College will offer an eight-week discussion course on problems of current interest in the field of health, John N. Reid, director of adult education, has announced.
Titled "You and Your Health," the class will meet each Wednesday from 7 to 9 p.m. in Room 89 of the Music and Arts Building on the Fullerton Union High School campus. Francis M. Paris, health educator from Orange County Health Department, will be the instructor.
Leading off the series will be a discussion of the controversial subject, "Is There a Relationship Between Cigarette and Lung Cancer?" A film, "To Smoke or Not to Smoke," will be shown.
Other topics to be considered include nutrition, tuberculosis, mental health, chronic diseases, and heart disease.
One session will be devoted to consideration of community health facilities in Orange County.
Registrations for the series will be at the first meeting of the class, Reid said.

Hospital Hosts Fellow County Professionals
Administrators and directors of nursing from hospitals throughout Orange County were the guests of the Martin Luther Hospital here this week for a tour through the new facility, following by a luncheon in its cafeteria.
A previous tour was held recently for representatives of various Orange County government departments.
Army Specialist Tommie E. Yates, son of Mr. and Mrs. Theron L. Yates, 20, of 905 Cambrig St., participated with other personnel from the 2d Armored Cavalry Regiment in Exercise Winter Shield II at the Grafenwohr-Hohenfels training area in Germany. Yates is a 1958 graduate of Anaheim High School.
OCSC DEAN JOINS BOARD
Ludwig Spolyar, associate dean of students at Orange County State College, has been appointed to the tri-county board of directors of the Children's Home Society of California.
Mrs. Yula Moore, assistant professor of education, part time, is also on the board. She is curriculum consultant for the Orange County schools.

This report will, of course, inspire some editorial comment on my "negative stand." In spite of belonging to the unpopular "negative" minority, I must report in accordance with the dictates of my conscience. Bear this in mind, that of the Ten Commandments, nine are in the negative and only one is in the affirmative. My negative record does not equal this.
The Committee on Ways and Means, of which I am a member, has been holding hearings on the temporary extension of unemployment compensation to ran additional 13 weeks. The legislation was introduced as one of the Administration's emergency programs.
It is as phony as a three-dollar bill, but in the hysteria whipped up by Secretary Goldberg's whirlwind trip and pronouncements, it will be adopted.
The bill carries a price tag of over $900 million and proposes to increase the unemployment tax base from $3,000 to $4,800, a 60 per cent increase. The benefit payments are temporary, BUT THE TAX IS PERMANENT.
The natural query is, "Why a permanent increase of 60 per cent for temporary payments, unless the Administration is moving toward an annual guaranteed income for all unemployed persons."
The State of California has in excess of $800 million in its reserve, and the State Legislature has already extended unemployment payments for an additional 13 weeks.
These extensions in California are automatically triggered when unemployment reaches a certain percentage. California has increased its rate base from $3,000 to $3,600, a mild 20 per cent increase. Many other states have done the same thing.
There is absolutely nothing in the pending legislation that could not be accomplished by the various state legislatures. What right has our Committee, or Congress, to impose a 50 per cent increase in unemployment taxes on the employers of Cali-
fornia, when they have almost ae large a reserve as the total amount of this federal bill?
It is an attempt to federalize unemployment compensation, to set federal standards, and give federal control to Washington bureaucrats.
The legislation destroys the insurance feature of unemployment compensation, as it provides payment to those unemployed who are not covered, and whose employers have paid no premium. Thus it becomes a welfare program rather than an insurance program.
My belief is that the states are more sensitive to their own perculiar needs, and are best equipped to regulate and administer unemployment compensation.
