Student Winners in Conservation Poster Contest to Be Announced
$23,196,600 In Dividends Due California Vets
An estimated 451,756 veterans in California will receive a total of $23,196,600 in GI insurance dividends, under the speeded-up payment program ordered by President Kennedy this week to assist the economy.

The presentation will be made on the Educational TV Circuit at 10 a.m.
First prize is $10; second, $7.50; and third, $5. Honorable mention certificates will be awarded to runners-up.

Mort Webster, Veterans Administration regional office manager, says the dividends will go to veterans who currently hold participating VA life insurance policies.
The dividends are not a gratuity, but are made because the death rate among GI policyholders continues to be lower than the mortality rate upon which their premiums were established by law.
"GI policy-holders will help VA and themselves if they do not swamp us with individual qutstions." Webster said. "Answering them will divert personnel from processing the dividend, and might actually delay the payments."
Nationally, more than a quarter-billion dollars in GI insurance dividends will be distributed.

Gerald Mullins and Margaret Boyle, both of Horace Mann; Eddie Mudge and Diane Chrystal of Thomas Edison; David Flynn and Gary O'Brien of Price; and Mark Kirkhart of Sunkist are also recipients of the certificates.
"Our purpose is to educate young people in conservation and the necessity of protecting our soil, woods, water, wildlife and clean air," reports Mrs. Ralph Bartlett, president of the Ikettes.

Cosgrove will present details regarding the background and purposes of the Freedom Forum and important data on the Orange County Anti-Communism School to be held March 6-10 at the Disneyland Hotel.
Also included on the program will be a report by Mrs. Hilldred Ferrel, delegate to the convention of Federated Republican Women in San Francisco.
