It is by far the worst winter that I have witnessed in Washington. The inauguration was well attended in spite of the chilling cold. President Kennedy's inauguration speech was above average, but was wholly inconsistent with the Democrat platform adopted in Los Angeles as well as with his campaign promises. It remains to be seen which of these pronouncements he will attempt to implement. It is my belief that regardless of the President's intentions he will become a complete captive of the coterie of socialists with which he has surrounded himself in the Executive Department. Dr. Walter Heller, for example, who is to be the President's chief economic advisor, advocates the elimination of all tax deductions for charity, education, property taxes, interest paid on business debts, and so forth. This would constitute a graduated income tax on gross income regardless of whether or not you had any net income whatever. That is a new frontier which ought to be put into orbit. The Democrats already control the Rules Committee by a two-to-one majority, but the two ranking Democrats are not socialists and join with the four Republicans to withhold some legislation from floor debate, although there are several other means by which any legislation can come to the floor if a majority so desires. The Executive Department is threatening Republican members that they will have no projects in their districts if they don't support the Speaker. Other members have been threatened with loss of committee assignments, so you can well understand the pressure that is on both sides. I, of course, will vote to maintain the Rules Committee in its historical position. Any committee that is dominated two-to-one by the majority party should be able to pass any legislation that is consistent with good government.
