1961 Auto Tags Will Be Issued At Local Bank Vehicle registration service for Anaheim motorists will be available at the Anaheim branch, Bank of America, 150 E. Center St., between January 3 and February 3, the Department of Motor Vehicles has announced. Department employees will be stationed in the space donated by the bank for this purpose, said Motor Vehicles Director Robert McCarthy. The local bank is one of 140 bank locations throughout the State's metropolitan areas that are offering this convenience as a public service, McCarthy said. They will issue 1961 registration cards and rear plate truck or trailer owners submit renewal stickers when car, their fees with the punched card statements mailed from Sacramento this month. Most of the auto statements were placed in the mail this week. Penalties provided by law take effect at midnight February 4, if fees are not paid by that time. BRANT—Not more than 3 in one day as it is unlawful to possess more than 3 in California. Six, however, may be imported per calendar week. Season ends March 15. DOVES—Not more than 10 in one day as it is unlawful to possess more than that number at any time in California, no matter where taken. However, 25 may be imported per calendar week. Season ends December 31. BAND-TAILED PIGEONS—Six per calendar week. Season ends December 31. JACKSNIPE—Eight per calendar week. Season ends February 28. QUAIL—Ten season ends February 15. TURKEY—One season ends Cal-Vet Loan Handling Gets Streamlining Starting with January, the 17 district offices of the “Cal-Vet” loan program will be current in their handling of veterans' applications, Director of Veterans Affairs Joseph M. Farber announced this week. Farber said the “loan commitment” plan introduced last summer had enabled the Department of Veterans Affairs to eliminate the backlog of some 12,000 applications on file one year ago. The commitment plan offers the applicant an opportunity to determine almost immediately if he and his selected property will qualify for a loan as soon as funds are available, and at the same time eliminates those applicants who are not yet ready to buy a home or farm under the program. The latter may re-apply at any time. Under the old procedure, applicants usually had to wait for many months until their priority cards were reached in the files, and meanwhile lost out on opportunities to acquire homes or farms they wanted. The new system enables veterans to acquire properties on an interim arrangement, with a commitment letter assuring their receipt of a Cal-Vet loan. Pennsylvania, which had been third in 1958 and 1959, was second with eight contributions. Savings and Loan Business on Rise The savings and loan business in California has increased more than 500 per cent since 1950, according to a Stanford Research Institute report delivered last week to Governor Brown. The study disclosed that savings and loan associations are the largest suppliers of mortgage loan funds in the nation, with their importance in California ranking slightly higher than in other states. Minor Changes in 1961 Angling Rules There will be only minor changes in California's sport fishing regulations in 1961, the State Fish and Game Commission announced this week. While an all-year trout season prevails in Southern California, the season in most of the state north of the Tehachapi opens on Saturday, April 29. Pending the accumulation of further information, underwater spear fishing in the ocean for black bass will be permitted, contrary to a previous March 1 ban on this activity, which has been rescinded. Farber pointed out that the success of the commitment plan has come about “despite the charges made just one year ago that our reorganization of the Farm and Home Purchases Division would cripple the program. “We streamlined the operation at that time,” he said, “and managed to eliminate 57 positions at a saving to the program of about $400,000 annually. Yet we have in the meantime virtually eliminated the backlog of applications that had piled up by developing a practical method of handling them so that the veteran who really wants to buy a property is given current service.” Farbar said the current situation on applications should demonstrate that “our program for veterans is stronger than ever.” Local Man Heads Editors' Group Albert W.
