Jose R. Guerrero, hospital corpsman third class, USN, son of Mrs. M. Guerrero or 1138 N. Swan, Anaheim, serving aboard the attack cargo ship USS Mathews, attended the third annual Pacific festival held in San Francisco, Sept. 9 to 18.
The Pacific Festival is designed to foster mutual understanding and cultural relations among the peoples of the Pacific. More than 40 nations were represented at the celebration this year.
U.S. Navy participation in the event included a fleet review staged by more than 20 ships of the U.S. First Fleet, "open houses" aboard various ships which provided thousands of civilians an opportunity to get a first-hand look at their Navy, and numerous civic functions at which Navymen were guests of honor. Commander of the First Fleet is Vice Admiral Charles L. Nelson.
Benjamin W. Knepper, engineer-man fireman, USN, son of Mr. and Mrs. B.F. Knepper of 101 S. Harding, Anaheim, is serving aboard the fleet ocean tug USS Moctobi on a tour of duty in the Far East.
Prior to leaving its homeport at Pearl Harbor, eight tons of clothing were loaded aboard the Moctobi to be transported to Manila, Philippine Islands, for use of typhoon flood victims.
Originally, the clothing was collected by the manager of an Hawaiian radio station for the tidal wave victims of Hilo, Hawaii. The response to the appeal for cloth jungle, swamp and waterborne operations and was trained to fight under extremely hazardous combat conditions.
He is a 1955 graduate of Anaheim Union High School and a 1960 graduate of the University of California in Berkeley.
Philip G. Knoblock, seaman apprentice, USN, son of Mrs. Blanche Field of 2233 Westport Dr., Anaheim, serving aboard the attack cargo ship USS Seminole, is taking part in a joint Navy-Marine Corps amphibious training exercise at San Clemente Island, Calif.
The operation, known as "Longhaul," is designed to provide training in combat logistical support.

Janss Anaheim, serving aboard the tack transport USS Paul Revere participated Sept. 19 in the covery from the Pacific Ocean a rocket nose cone that carries valuable information concerning the radiation belt which surrounds the earth.

Michael L. Smith, aviation electronics technician airman, USN, son of Mr. and Mrs. James L. Smith of 209 S. Margate Dr., Anaheim, graduated Sept. 9 from the Aviation Electronics Technician School's navigation course, at the Naval Air Technical Training Center, Memphis, Tenn.
The nine-week course included instruction in basic electronics, communications systems, receivers, navigational equipment and automatic radio direction finder.
Richard H. Baerg, son of Mr. and Mrs. Henry F. Baerg, 1235 Walnut Ave., Anaheim, recently was promoted to specialist four in Korea, where he is a member of the 1st Cavalry Division.
Specialist Baerg, assigned to Headquarters Company of the division's 12th Cavalry, entered the Army in September 1958, completed basic training at Fort Ord, Calif., and arrived overseas last January.
The 23-year-old soldier is a 1954 graduate of Dinuba Union High School. He attended Reedley College, University of Southern California and Fresno State College.

GRAFENWOHR, Germany (AHTNC)—Army PFC Gary W. Griebel, 18, son of Mr. and Mrs. Russell W. Griebel, 2740 W. Bridgeport Ave., Anaheim, is participating with other personnel from the 3d Armored Division's 73d Artillery in a field training exercise here. The exercise is scheduled to be concluded Oct. 25.
Some 15,000 troops and more than 1,000 tanks and armored personnel carriers of the division will maneuver over the rough and hilly terrain of the training area. This exercise is typical of the constant training conducted to determine that all units in the NATO shield of defense in Europe maintain a high state of combat efficiency.
Griebel, who arrived overseas last February, is a mail clerk in the artillery's Battery A in Hanau. He completed basic training at Fort Ord.
The former Western High School student worked for the Western Union Telegraph Co. in Anaheim before entering the Army in September 1959.
Army 2d Lt. Richard B. Hathcock, whose wife, Diana, and parents, Mr. and Mrs. Richard V. Hathcock, live at 1202 Kenwood, Anaheim, completed the nine-week ranger course at The Infantry School, Fort Benning, Ga., Sept. 16.

The rate of compensation for any classification not listed in the schedule, but which may be required to execute the proposed contract, shall be commensurate and in accord with the rates specified for similar or comparable duties.
Provided that not less than one and one-half times the prevailing rate shall be paid for any working time in excess of eight (8) hours in any one calendar day and/or午休 days, Sundays and seven legal holidays, on New Year's Day, Memorial Day, Fourth of July, Labor Day, Veterans Day, Thanksgiving Day and Christmas. For less than eight (8) hours per day, the per item rate shall be that fraction of the foregoing per diem rates that the number of hours worked to eight hours.
Provided that notwithstanding the general provisions contained herein, Flagmen, Guarres, and Watchmen shall be paid not less than one and one-nine times the prevailing rate or overtime outline shall be time worked in excess of eight (8) hours per day or forty hours per week, and one-strawgrain prevailing rate for time worked on Saturdays, Sundays, and holiday waters such time does not constitute overtime.
Binders' attention is called to the above mentioned Statute which require them, if awarded the contract, to pay not less than said general per diem rate or wages set forth in this resolution hereinafter mentioned to an laborer, workmen and mechanics employed in the execution of the proposed contract.
The binder must submit with his proposal a satisfactory check certified by a responsible bank or a builder's bond and payable to the order of the Orange County Flood Control District for an amount not less than ten (10) percent of the aggregate sum of the old, as a guarantee that the binder will enter into the proposed contract if the same is awarded to him, and in event of failure to enter into such contract said check will become the property of the District.
The amount of the bond to be given to secure a faithful performance of the contract for work shall be may (9) percent of the contract price, an additional bond in an amount equal to fifty (50) percent of the contract price.

SALING OF BONDS AND THE INCREASEMENT OF THE RATE OF INTEREST ON THE UNITED STATES OF AMERICA
CORRECTION: The bonds will be bona fide only upon the request of the treasurer of the county.

CORRECTION: The assessed value taken property is based on the assessment run for the year in which it was issued and now standing at $10,292,000.00.
CORRECTION: San bonos are generalizations of said school district, not both principal and interest, but also valuation taxes which, under law now in force, may be levied without limitation as to rate or amount upon the sale of property, certain personal property, in said school district.
TERMS OF SALE
INTEREST RATE: The maximum rate may not exceed 5% per annum, annually the first year and continually thereafter. Bond rate must be a multiple of 4% of bond small bear more than one interest rate, and all bonds of the same maturity shall bear the same rate more than two interest rates may be considered the budding of an additional rate.
AWARD: The bonds shall be sold for the only amount that all of the bonds merely ordered for sale and each bid shall state that the bidder offers up delivery, premium if any, and the interest rate or rates not to exceed those specified herein, at which the bidder shall state in his bid the total net interest cost in dollars and the average net interest rate determined merely, which shall be considered informative only and not a part of the highest Bidder: The bonds will be made to the highest responsible buyer and considerering the interest rate or rates specified and the minimum offered, if any. The highest bid will be determined by deducting the amount of the premium bid (if any) from the total amount of interest which the district would be required to pay from the date of gaud bonds to the respective maturity dates specified in the bid and the award will be made on the basis of the lowest net interest cost that is computed on a 369-day year basis. The purchaser must pay accrued interest from the date of the bonds to the date of delivery. The best of printing the bonds will be sent by the district.
RIGHT OF REJECTION: The Board of Supervisors reserves the right, in its discretion, to reject any and all bids due to the extent not prohibited by law to waive any irregularity or inernality in any bid.
Prompt Award: The Board of Supervisors will take action awarding the bonds or rejecting all bids not longer than twenty-six hours after theiration of the time herein prescribed for the receipt of proposals, provided that the award of the proposal is made and approved by the board notice in writing of the withdrawal of such proposal.
