Washington REPORT JAMES B. UTT By Your Congressman The topic of the week is the American spy plane that was shot down 1,400 miles inside Russian territory. My surprise is that the public is surprised in the least. How can any major power provide the necessary intelligence without a diversified spy system? I can find no valid reason for apologies. Spying is an important part of any cold or hot war. The first recorded spy operation occurred more than four thousand years ago when Moses sent out Joshua and his pals to spy on the defenses of Canaan, the Promised Land. Unlike Powers in his high flying U-2 plane, Joshua was not captured but brought back intelligence which was faithful to his assignment. For this operation, God rewarded Joshua by having him lead the children of Israel into the Promised Land, and the walls of Jericho came tumbling down. History of all nations is replete with such exploits. Nathan Hale was caught taking intelligence through the British lines and was executed. Hale made no apology. His dying words were that he regretted he had but one life to give to his country. Gen. George Washington continued to use spy intelligence. Such information was in his hands when he crossed the Delaware and surprised the Hessians. The current incident is not the first, nor will it be the last in this field. We have been probing Russian radar defenses and fighter interceptor capabilities as a part of our own defense capabilities. Our espionage system is dwarfed by the Russian system, in many ways. Civilian movement in Russia is limiated and difficult, as compared with this country. According to the last report of the Un-American Activities Committee, there were thirty members among Russian Embassies in this country who were caught red-handed spying. Because of diplomatic immunity, they were simply sent back to Russit, and a new crop took their place. Their work is made simple by the fact that there are thousands of card-carrying members of the Communist Party in America who are ready, willing and able to give information, both for free and for pay to Russian agents. When an airtight case is finally made and conviction is secured against individuals for advocating the overthrow of the United States government by force and violence, the Supreme Court of the United States sets them free on some technicality. Under a series of such decisions over the past few years, there is scarcely any law left under which a known communist, advocating the overthrow of this government by force and violence, can be tried and convicted. In this age of peril by infiltration and subversion, it is shocking to find people who are giving aid and comfort to the communist regime of Russia by advocating the abolition of the Un-American Activities Committee. It is even more shocking to find candidates running on a platform advocating the abolition of the Un-American Activities Committee. It is the one and only committee in conjunction with the Internal Security Committee of the Senate which keeps this nation advised as to the activities of the Communist Party together with its three hundred fronts in America.
