Congress has held appropriations to the facility in recent years to a minimum because the operation was imperiled by subsidence in the area. Congress had said it major repair appropriations would be made until it was proved that subsidence was being halted. Kuchel, in a letter to the committee pointed out that the state, the city of Long Beach and local oil operators had cooperated and brought to successful conclusion the first phase of a corrective program. Kuchel said the secretary of the Navy early this year formally determined that adequate steps had been taken to arrest subsidence and, in effect, to end the threat to the shipyard. He said this finding was reached too late to be reflected in the department's budget recommendations for military works in the year beginning next July. "Since subsidence no longer exists to endanger this important element of our national defense," Kuchel urged, "it would seem time has arrived for Congress to provide the Navy with urgent funds to rectify the effects of lapping." "I am informed that the N requires in order to insure efficient and safe operations," a supporter said. BUNGALOW Electric Shop 613 S. Los Angeles St. Phone KEystone (5-3512) Open Mon. thru Thurs. Set out new hibiscus plants in a warm, protected spot. You'll get a bountiful crop of blooms all through summer, fall and early winter. 2. Now that the first period of growth is over, June is a good month to trim ever-greens. The ideal is to keep their natural habit of growth intact by pruning to laterals, etc. 3. With improvements in equipment, sprays and dusts, it is comparatively easy to have clean, healthy looking plants and flowers. 4. Guy newly set trees so that they don't sway with every breeze.
