Anaheim Marshal Celebrates 10th Year on Job With P
Celebrating ten years of service to the Judges of the Anaheim-Fullerton Judicial District, Marshal Haskell A. Kelley served cake and soft drinks in his office at the Anaheim Municipal Court Wednesday. Kelley was appointed Constable of the Anaheim Township on May 11, 1950 and became the Marshal when three districts were consolidated to form one Municipal District in 1952. He was re-elected to office in 1954, and is running for re-election again this year.
Indicating the workload growth of the office since his appointment as Constable, the comparison of the number of cases is as follows: In 1950 during the first month of Kelley’s service, 26 civil cases were processed with remuneration to the County of $65, as compared with last month when there were 649 Criminal Subpoenas, 1640 civil cases processed, 75 Warrants of arrest and 429 prisoners in the lockup.
As Marshal, Kelley serves four judges, Claude Owens, Max Eliason, Warren Ferguson, and Herbert Herlands, with the district covering ten incorporated cities. These include: Anaheim, Garden Grove, Stanton, Cypress, Dairyland, Buena Park, La Habra, Brea, Placentia and Fullerton with a combined population of 425,000. This present population is double the 1950 population of the whole of Orange County.
Assisting Kelley in handling the huge workload, the office being attests to the efficiency with which the work is handled.
"I am proud of the record of accomplishment for this office over the past ten years, and know that a large part of the credit goes to the dedicated men and women who comprise the staff of personnel. Early in the work history of each person, I impressed upon him the need for honesty, efficiency and justice; and each has worked with these goals in mind," Kelley said. "We realize that we are dealing with members of the public during periods of individual hardship for them, and we do our best to give them full consideration consistent with the law and within the realm of orders of the court we serve believe public officials should serve in this manner," concludes Kelley.
Kelley, though a native of souri, moved to California by his first birthday. His work experience consisted of years of farm work, and the mercial thrashing of grain beans. While still in his yr he became the ranch foreman the Albert Stephens ranch Verne.
A resident of Orange County twenty years, Kelley spent first half of that time in which included: two years at Cypress Feed Store, two and half years at the Cypress
Public Defender Costs Keep Soaring As Work Load Surges Upward Sharply
The taxpayers’ burden of operating the public defender’s office in Orange County will soar to $69,131 annually if recommendations before the board of supervisors are approved.
Larry Oxley, finance director has recommended the 1960-61 budget figure—a rise of $2,587 over the present fiscal year's total.
The public defender represents defendants who purportedly are unable to hire counsel. However, the charged offense must be one van and his eight-person staff represent petitioners for re-tion of rights and for pardon mentally ill persons.
Cost of financing the office jumped by leaps and bounds past few years. Nine persons budgeted for the public defender in 1959-60 as compared to three in 1953.

Top Jazz Group performs at FJC
A group of the nation's foremost jazz musicians was featured in "Le Jazz Moderne," a concert sponsored by the Veterans' Club Fullerton Junior College last day in the district auditorium.
Featured were Shelly Manne and His Men, the award-winning carmel Kessel Quartet, and vocalist Pat Healy. The Barney Kessel quartet has won many top honors in the world of jazz, among them first place at the recent open jazz festival at Santa Monica. Kessel was recently named by a top national magazine as the "top jazz guitarist in the nation today."
"This is the only major, big name music group to come to fullerton this year," points out Browne, president of the college Vets' Club, "and it was gratifying to see students from neighboring high schools and colleges and townspeople take advantage of the unusual opportunity to enjoy one of the top-ranking musical organizations in its field."
Denim Men of America
RUBBER WORKERS
Columbus is said to have found South American natives bouncing rubber balls and brought the novel toys back as a gift for Queen Isabella. Three centuries later, Joseph Priestly named the substance when he found it "rubbed out" pencil marks.
The U.S. now uses 1½ million tons of rubber a year. 244,000 denim clad rubber workers produce over 100 million automobile tires and more than 32,000 other rubber products—from erasers to water hoses. In 1959 over 471 million pounds of cotton, nylon and rayon fabrics were used in tire manufacture.
After Pearl Harbor was attacked, U.S. scientists found a way to synthesize rubber. Today, one half the rubber is synthetic. The increasing use has opened the ranks of these denim men of America to our youth—offering big opportunities in these growing industries.
