Campen explained steps in setting up a school budget to presidents of PTA's in Centralia district's seven schools when they held their regular monthly meeting with district administrators in April. "The school budget is an expression of the district's educational program in dollars." Campen, who is assistant superintendent of business, told the presidents. Commenting on budgeting as a continuous process, not only at the beginning of the year but to follow every week and month, the assistant superintendent traced the budget from start to final summary, which is published the last part of July. Before a public hearing is held locally the first week in August, the budget is reviewed by the county and finally passed by the local school board. Early in September the county board of supervisors meets to actually levy a tax to meet the budget. Centralia district is operating on a tax of $1.87 this year, the presidents were told. Campen opined that Centralia district has the distinction of being the poorest district in the county last year, with only $4,333 per child per assessed valuation. The estimated assessed valuation for 1960-61 is $26,530,130 or approximately $4,287 per child. Support from Knott's Berry Farm and the new Sears store helps the district, which has little commercial and no industry or expensive homesites within its boundaries, but contains large residential areas which contribute more children than they return in assessed valuation, financially speaking. Taxpayers should be made to feel that each dollar is working to the best advantage, Campen believes. "There should be no secrets in budgeting in the school business," he stressed. Salaries comprise 84 to 85 per cent of a district's budget and Centralia district expects an estimated 200 teachers will be needed next year, according to Campen, besides over 124 classified staff of personnel not teachers who help keep the schools going. An invitational preview for exhibitors, their parents, instructors and industrial sponsors will be held Saturday night, May 14, following all-day judging by a panel of 16 distinguished educators, scientists and industrialists. School Bd. Members Attend Convention Two school board members from Centralia district, John Barton and Jack Maurer, attended the National School Board Association's meeting held this year in Chicago. Barton and Maurer made the trip by air, flying both ways on an especially chartered jet plane carrying school trustees from Southern California. Theme of the 1960 convention was "Education for World Leadership." Stressed were the necessity for the United States to keep strong her social, political and economic system and the international need to keep well-informed about people and systems of other nations and strive to improve human relationships.
