Member of Congress, Washington, D.C. Legislature Should Look Into L. B. Federal Seizure May 4, 1960 HONORABLE CRAIG HOSMER, Member of Congress, Washington, D.C. Dear Craig: It is with great pleasure that this opportunity arises for me to say hello to you again and to wish you well in the present campaign of yours. You and I, in the coming campaign must make every effort to see that the American citizens are properly represented and their interests protected by the shelter of the basic principles of our Republican party platform; reliance in our legislative and judicial system; belief in the spirit of free enterprise; a government of the people, for the people and not for government by bureaucrats. Recently, as you know, in the city of Long Beach a Federal bureau, the Federal Home Loan Bank Board declared an existing emergency; moved in at the closing hours of the work week and seized the Long Beach Federal Savings and Loan Association. The Association, a long established financial institution, with stated assets of one hundred million dollars or more grew to this stature under management of the deposed officers and directors from an asset picture in 1948 of approximately twelve million dollars. Charges and counter charges extensively aired in the press are not matters within my qualifications or knowledge to rightfully judge, but there are some factors in this situation that give cause for much thought and much grave doubt as to such an action by this bureau of the Federal Government as properly representing the principles of our great Republican Party and, Craig, when I say this I refer specifically to the manner and mode in which this seizure was effected; to the scare press releases that without doubt will cause great loss to the depositors; to the conceded fact that the Federal Home Loan Bank Board's charges were known to them for an extended period of time previous to the seizure; and if these charges were in fact such as to constitute an emergency and could be substantiated, why had the Federal Home Loan Bank Board not acted long before to protect the depositors interests; to the arbitrary and almost immediate release of some 100 out of 125 employees of the Long Beach Federal Savings and Loan Association—many with years of service in all steps of the work—just citizens of this area doing their jobs with families to support cast aside with no opportunity for them to establish their merit, and certainly no opportunity for the seizing bureau to establish the ability or lack of ability that ordinarily employers use to determine eligibility for employment. Craig, I have a number of thoughts in mind in bringing this matter to your attention. One that perhaps you might be able to expedite action in placing this matter in a position that it can be judged on its merits as to charges and counter charges by an unprejudiced authoritative body or individual. Second, I had the thought in mind that we might release this letter that you are now reading to our newspapers so that our readers might have an opportunity to know that in cases of this kind you, as their representative, can be called upon to investigate and to act whenever and wherever the people's interests are at stake. Third, I wish to convey to you a general feeling of unease that this action has created in the minds of both depositors and management of Savings and Loan Associations and Banking Institutions who also could be at a moment's notice subjected to comparable situations. The details and ramifications of this matter are of such magnitude that it can only be explored by proper and thorough immediate investigation by those, who within your knowledge, are qualified and legally empowered to do so. I do hope that you will give this your earnest attention. I will appreciate it if you will advise me of your feelings and action in this matter. It is our intention to editorialize on this, and we will mail copies on publication. We hope that you will find time on your next visit to our area to drop in and say hello.
