Continuous Construction of Water Facilities Needed, Expert Maintains
Water facilities must be constructed "continuously from now on" to meet needs by 1975. Ralph M. Brody, special counsel to Gov. Edmund G. Brown, told 50 Orange County leaders here last week.
The talk was held in the Supervisors hearing room at Orange County courthouse.
He based his work-around-the-clock estimate on the need for water in Southern California in 1975.
Most of the discussion centered around the state's $37 billion water program.

“There is no scarcity of water,” Brody said, “it is simply a matter of distribution in time of the currents—the need of an adequate and feasible transportation system.
“This is basic: we have the people and the people need the water. The question is how to get it to them. And time is getting short.”
Brody said the financial experts termed revenue bonds too expensive, pay-as-you-go would bring hassels, delays every year in the legislature and private interests have made no move to meet the crisis, which is bound to develop unless supplemental water is gained.
Salt water conversion is far too costly, he said.
Questions were fired at Brody after his analysis of the water situation.
George Melnhardt, Westminster mayor, wanted to know what kind of guarantee Southern Californians have they will get the water they need if the bonds carry. (They require a majority vote to go over.)

Obituaries
GLOVER—Robert E. Sr. of 519 N. James St., a retired teacher, died Friday. Surviving are wife, Gertrude C., son, Richard M.; two grandchildren and three great grandchildren. Mr. Glover was born in Massachusetts and came to California in Bedford and Anaheim in 1955. He was a member of the Presbyterian church and Mrs. Junius Burke-Malden of the Freshwater church Services were held Monday, Hilgenfeld Chapel Cremation.
PAUL—Gwendolyn William, 56, of 621 Crescent Ave., a homemaker, died Friday. Surviving are husband, Jesse B. Paul; daughter Gloria Cheesman; sisters, Evelyn Robinson and Virginia Fishbeck; brother Reed Molen; one grandson. Mrs. Paul was a member of the Church of Jesus Christ of Latter Day Saints Services on Sunday Wood Funeral Home, Idaho Falls, Idaho. Interment in Ammon Cemetery, Idaho Falls Hilgenfeld Mortuary in charge of arrangements.
WALBURG—Elmer E., of 1226 E. Sycamore St., a merchant, died Sunday. Surviving are wife, Ios May, daughter, Mrs. Betty Ward; brothers Frank, Gustay and Joseph; sisters Mrs. Alice Olson; Mrs. Irene Norbeck and Mrs. Eather Grandmaertz and two grandchildren. Mr. Burg was born in Minnesota and has been a resident of Anaheim for 13 years, and was associated with Walburg's Apparel Shop at 181 West Center Street. He was a member of Religious Science Church, Past Master of Brooten Lodge No. 250 F&AM of Brooten, Minneapolis and Pass Master of Chipotle Chapter O.E.S. Anaheim Service was held Wednesday, Hilgenfeld Mortuary Chapel Interment at Forest Lawn Memorial Park, Glendale.

He reminded the bonds would be spread over 25 years.
State Sen. John Murdy, Jr., asked if the act could get along without the San Luis Reservoir project and if a $29 million appropriation for rights of way was being used.
Brody asserted the San Luis project, joint federal-state job, should remain because the federal government wouldn't tread on state rights to water from the reservoir. He called fears the state's rights would be jeopardized "a tempest in a teapot."
Hubert C. Ferry of Fullerton, recently appointed MWD director and former Union Oil chief, wanted to know how much the water is going to cost Orange Countians.
Brody said the best estimate now is between $47 and $50 an acre-foot. Water prices for imported Colorado River Water now range from $12 an acre-foot for untreated water to $25 an acre-foot for treated.
Gus Allen of Santa Ana, also an MWD director, pointed out MWD is waiting to see terms of a contract with the state for Northern California water before it takes a stand on the bonds.
"We are at the end of the line. We don't want to pay for a dry hole. If we had some assurance we were going to get what we need we would be 100 per cent behind it," Allen said.
Brody emphasized that a statement of principle, already made, should be sufficient now for MWD in his opinion.

Orange County Residents Featured
In 'Gun World', New Magazine
Half-a dozen Orange County gun enthusiasts will be featured in articles in the first issue of "Gun World," a new magazine devoted to gun collecting and shooting, which will go on the news stands nationally in early May.
One article will feature Dr. Roy existence.
Horton, noted gun collector, of Santa Ana, who has in his possession an 1847 "Walker" Colt, believed to be one of two weapons made for the personal use of Captain S. H. Walker, who designed the weapon with Samuel Colt for an army contract.
In all, only 1100 of these guns were made—1000 for five troops of mounted cavalry and 100 as presentation pieces. Today, only about 100 are known still to be inAlso featured is an article on the teen-age championship rifle team of the South Coast Gun Club in Corona del Mar. Pictured in the article are John Colson of Garden Grove, coach of the team; his son, Steve Colson; Kristin and Earl Stal of Corona del Mar, and Ed Parrish.
Publishers of the magazine are Jack Lewis, former Orange County newsman, and Rach Rich, veteran art director.
