City Bus Plan To Go
Would Run In Red Six Years
The long awaited survey of a transit system for Anaheim was put into the hands of City Council Tuesday night.
The 15-page survey, developed by William Farell, superintendent of the Santa Monica Municipal Bus System, outlined three alternate proposals for providing mass rapid transit from outlying areas to the downtown district.
Farell prefaced his report by stating that there exists a genuine need for an intra city bus service.
HE POINTED OUT, however, that under none of the proposals would the system be able to operate at a profit for at least six years.
The proposals were:
1. Call a conference with both the Metropolitan Transit Authority and Crosstown Suburban Bus Lines, both of which now operate bus service in the Anaheim area, to determine if either would be able to provide the intra-city system.
2. Work out an agreement with the School Districts through which the city bus system would provide service (now given free) to certain areas such as the high schools.
3. Start from scratch on a municipally-owned system, employing every available economy.
FARELL ESTIMATED the bus system to start would carry a total of 300 adult and 120 student fares daily. He said the per mile cost based on a 550 total travel miles daily would be 40 cents. Revenues would amount to approximately $22,000 per year while expenditures would total approximately $67,000, or a gross deficit of $45,000 per annum.
He pointed out that this could be reduced to an annual loss of $28,407 through bus advertising, operation of a charter bus service utilizing garage and maintenance facilities of the city public works department and by maintaining schedules and starting with new equipment.
He said the city line should start with 11 buses at a total penditure of $73,000 not including taxes and the cost of tires.
The City Council said it would take the survey under study future consideration.
