YOUR LEGISLATOR AT WORK JOHN A. MURDY, JR. State Senator Governor Brown's Fair Employment Practices Act, which he sponsored at the 1959 session and is now law, has caused no end of harassment to employers and to employes as well. Under the new law, which became effective last September, employers are drastically restricted in questions they could ask job-seekers. Employers in Orange County, as well as throughout the state, have protested that the proposals go too far. In the "draft guide to unlawful and lawful employment inquiries" prepared by the State Division of Fair Employment Practices, and sent to thousands of employers throughout the state, employers may not ask the birthplace of a job-hunter, his parents, spouse or other close relatives. Employers may not require a birth certificate, naturalization certificate, or a baptismal record. In the regulations, employers would be permitted to ask job-seekers only the date of their birth. If proof is desired, age certificates issues by school or health authorities and not showing place of birth could be required. Employers are complaining that the regulations are ambiguous and inadequate. They say they must have authentic proofs of age in such things as pensions, life insurance and health and welfare plans. The new state regulations would ban questions against race, color and religious affiliations. POPULAR CONGRESSMAN TO SEEK RE-ELECTION FROM THE 28TH DISTRICT—Congressman James B. Utt will seek election to his fifth term in Congress, it has been announced by his field representative in Orange County, Robert A. Geier, public relations and advertising agency owner. The initial step in a candidate's entrance into a political campaign is the taking out of petition papers, which is the candidate's official declaration to run for a political office. Kids, Kids, Kids and More Kids Population Boom In Youth Taxing Employers are complaining that the regulations are ambiguous and inadequate. One thing that may impress him is the quantity of time, energy and funds we devote to education, says the Institute of Life Insurance. Believe it or not, approximately one quarter of our entire population is directly concerned with education, either as student or teachers, all the way from kindergarten through college. The latet figures of the Bureau of the Census show that 44,400,000 individuals are enrolled in schools and colleges, and that 3,500,000 persons are employed by schools—adding up to 47,900,000, or 27 per cent of our populaton of over 178,500,000. (This proportion would become even higher if you were to include a students the adults who are taking a variety of subjects in organized adult education classes in the schools. The U.S. Office of Education estimates that 8 million men and women attend such classes each year. This works out to one-third of the nation directly involved in formal education.) A Good Measure One way of measuring how far we have progressed is to compare how long youngsters are staying in school these days with an earlier period. Look for example at this 25-year comparison made by the U.S. Office of Education: For every 1000 fifth-graders ...in 1924 in 1948 This many entered high school .....612 863 This many graduated .....302 581 This many (Note that this year's college admissions were the fifth-graders in 1948.) There's another way of meaning educational progress: see many Americans still cannot write. The Bureau of Census recently did this, and covered that illiteracy is now the lowest point in American history. Only 2.2 per cent of Americans over the age of 14 are erate, and most are in the age groups. (The Census Bureau reports that men have a high rate of illiteracy than women but prudently draws no conclusion.) EVENINGS TIL 9 Also 1959 Harbor Blvd., Costa Mess—LI 8-6411 For Space Administration Beckman’s Anaheim Systems Will Direct Installation of Air Center Beckman Instruments, Inc., has received a $460,000 contract to supervise the establishment of a Navy-Air Force-NASA center to evaluate and detrmipe design criteria for military aircraft, it was announced today by Robert Erickson, executive vice president. The combined service facility will help determine maximum performance requirements of aircraft on actual flight operations throughout the world, Erickson said. Engineers and administrators from Beckman's Systems Division, Anaheim, will direct the installation of the facility's entire instrumentation complex. The contract, let by the Naval Air Material Center, Philadelphia, is shared by the Air Force and the National Aeronautics and Space Administration. The electronic data processing installation probably will be located at the research center of a leading university, the Navy said. During the course of the global program, special equipment that is mounted in the aircraft will record performance data on magnetic tape. The tape then will be sent to the center where technicians will utilize the high-speed equipment for processing and evaluating the recorded data. The data system is being built at Anaheim and the analog computer at Beckman's Berkeley Division, Richmond, Calif. The present system of punctuation grew out of a system developed by Aldus Manutius, Italian 3268 Countians Nixon Petitions A total of 3268 Orange County Nixon-for-President boosters signed petitions to qualify the Vice President for the June 7 California Presidential primary, according to Dr. Arnold O. Beckman, president of Beckman Instruments, chairman of the Orange County Committee of 10,000 supporting Nixon for President. This is the first time that volunteers here, and throughout the state, have been used to acquire valid signatures required by law to qualify the delegation which represents Nixon's slate, Dr. Beckman pointed out. Three times the number of signatures necessary were obtained, and by the final filing date of April 8 that total is expected to reach 42,000. Operation Autograph, as the petition signing was termed, was accomplished in Orange County by members of the various community Nixon-for-President Clubs which include Yorba Linda, Santa Ana-Tusin, Fullerton, Anaheim, Orange, Corona del Mar, Laguna Beach, Brea and La Habra.
