Murdy Discusses Problems Before Interim Groups By SEN. JOHN A. MURDY, JR. 35th Dist., Calif. Legislature. Sometimes I'm a little surprised at the way the work of our interim committees seems to increase every December. I know that a number of my colleagues share that feeling. But this December seems certain to set a new record. Bebore it ends, and the new year 1960 is ushered in, a total of 30 meetings will have been held by our Senate and Assembly groups. Almost all of our 120 members will have attended at least one session during the month, and many of us will have attended more than one. In addition to those in Sacramento, Los Angeles and San Francisco, meetings are set for many other communities, in Fresno and Santa Barbara, in Long Beach and San Diego, to name only a few. All the many topics under investigation at these many meetings cannot even be listed here for lack of space. But each of them is of much importance to at least a particular segment of our citizens, and so is of importance to every Californian. Among the basic matters well appreciated by us legislators is the fact that when we investigate a problem or legislate on it, it is advisable for each of us to look to the interests of the whole state as well as that of his own district. Three New Lawyers Among the 13 from Orange County passing the California fall bar examination were David R. Cadwell of 1327 Colonial Ave., Anaheim; Bernard Lambert of 1524 Juno, Anaheim, and Robert William Clemmer of 1521 Avolencia Dr., Fullerton. Problems Considered A short summary of the problems considered by typical committees during the month will, however, give a good idea of the broad approach we must take towards all such matters. In addition, it will demonstrate fully that what affects one element among us can eventually affect all to a greater or lesser degree. For instance, both the Senate and Assembly Agriculture Committees scheduled meetings. The former is investigating the present status of the tax supported program to control brucellosis in cattle, a disease which can be transmitted to people. The Assembly group is studying the problems of preserving family-sized farms, as well as those of the "vertical integration" of food production and distribution from field to consumer. In the field of education, committees from both houses are also working, though on different topics. The Senate group took under review the subject of a master plan for public library development in the state. That from the Assembly continued its study of adult education. In this same field, the joint committee on revision of the education code met to review staff reports. Fish and game matters drew their share of attention, too. The Senate natural Resources Group reviewed in detail the many recommendations contained in the famed $100,000 survey of the fish and game department made by a team of outside consultants. A complexion problem in local government was studied by the Assembly Municipal and County Government group. The rapid growth of our population and the government services it needs necessitates better legal provisions. CALL ... Three public health matters were studied by other Assembly groups. One was further improvement in our system of alcoholic rehabilitation. The second, motor vehicle exhaust control as one remedy for air pollution. The third, better residential fire protection. Highway and other transportation problems in California's two major population centers were the topics for other committees. The Senate group chose Los Angeles, the Assembly, the Bay Area. Set for Oct. 4-9 Date for the second annual Orange County Industrial Exposition has been set for Oct. 4-9, according to the sponsoring organization, the Associated Chambers of Commerce of Orange County.
