Warner Will Step Down on Jan. 5, Ending 17-Year Career as Chairman of County Board of Supervisors Come New Year's and Jan. 5, myself just what the problem was and Willis H. This does not mean an end to Warner's long career in county government, for he still has three years to serve in his present term as supervisor from the Huntington Beach, Westminster, Garden Grove, Midway City, Fountain Valley and Seal Beach area. Warner first assumed his role in county government in January, 1939, after a 4-year term on the Huntington Beach City Council. His term there included two years as mayor. Recently he took time out to reminisce a bit: "When I first came on the board the county had only 700 employees," he said. "Now it has more than 3,000. Two years later I was elected chairman and held that post all through the war years. In 1947, Willard Smith, who had been chairman earlier, was reelected, but in 1949, I was reappointed and have served ever since." Discussing his 17-year career Warner describes the high spot as formation of a countywide sanitation program, started in 1945 and jelled by an $8 million bond issue election in 1949. As chairman of the board, Warner is an official member of the Board of Directors for each of the county's sanitation districts. During the 1947-49 interim he was an alternate delegate. Population Estimates "A lot of things have taken place in that program since it was approved in 1947," he says. "Perhaps the most unlikely is that a population estimate made about myself just what the problem was and to make up my own mind. The other was to always look for some humor as a means of breaking up tension. "I'm afraid my usual targets were the young attorneys who appear before us from time to time. Most of them take themselves rather seriously and it sometimes helped to puncture their balloons a little. Plenty of Pressures As for pressures on the members of the board, Warner said it is increasing every year as the county's population grows. "I don't think it's as bad as in the old days, though," he added thoughtfully. "In those days, you knew everyone in the county and it made it a little tougher. On the other hand, when that was the case, it did give you a chance to know just what behind any pressure. Nowadays, you often don't know and have a hard time finding out. However, the one constant thing in government is that time is a great solver of problems. Oftentimes people will run to the board to solve some problem. If we give them a little time, it usually solves itself." Warner said the job of chairman is no easy task for anyone, young or old. Water, Industry Problems "The chairman gets problems that are actually those of the whole board. It's up to him to decide whether they should go to the board or whether the individuals themselves can work them out. At the same time, he's apt to get problems from all parts of the county, not just those from his own district. As a result, over a period of time, he gets to know the entire county pretty well, almost as well as his own area in some cases." "But our figures for 1950 were 290,000, a little higher than reality. Of course, we estimated only 506,000 by 1960 and we'll be about 200,000 more than that. By and large, however, we didn't miss it very far, despite the fact that people thought we were crazy at the time." Warner pooh-poohed a legend that he has taken the time to visit every county department when he first became supervisor. "I didn't spend any time watching them if that's what you mean," he commented. "Of course, I tried to talk to all the department heads and find out what they were doing and that's about all." Asked if he used any particular philosophy to keep the supervisors under control during stormy sessions, the 17-year veteran replied that "there are always two things I've found useful over the years. The basic rate of wages is established in Section 1171 of the A.G.C., B.C.A., H.B.L., G.C.A., A.F.L.-C.I.O., Southern California Master Labor Agreement. It shall be mandatory upon the contractor to whom the contract is awarded and upon any subcontractor who does not leave the said specified rates of wages to laborers, workers and mechanics employed by them in the execution of the contract. Each bid shall be made out on a form to be obtained at the office of the City Clerk or the City Engineer of the City of Anaheim and shall be accompanied by a certified or cashier's check or bid bond for ten (10) percent of the amount of the bid. The above mentioned check or bond shall be given as a guarantee that the bidder will enter into a contract, if awarded to him, and will be declared forfeited if the successful bidder refuses to enter into a contract after being requested by the City of Anaheim such contract shall be entered within fifteen (15) days after receiving by said contractor or notice of the awarding of the contract, unless such time is extended by the City of Anaheim. Notice is hereby given that sealed proposals will be received by the City of Anaheim at the office of the City Clerk up to the hour of 2:00 o'clock P.M. Pursuant to the provisions of Section 1170 of the Labor Code, the City Council of the City of Anaheim has asserted the general governing rate of wages in the locality in which this type of work is to be performed for each type of worker needed to execute this contract. The contractor shall be responsible that all employees are properly paid by such insurance, such insurance shall be furnished by companies satisfactory to the City Attorney as to approval of the City Attorney as to form and sufficiency. The successful bidder and any subcontractor and contractors employed by him in the performance of said work or any part of the work said Each bid must specify the name and location of the mill shop or site of each subcontractor who will perform work or labor on render services to the contractor in or about the construction of the work or improvement and the position of the work which will be done by each subcontractor. If any bid submitted fails to specify a subcontractor, as aforeseen, the contractor submitting such bid agrees to perform the work himself. The successful bidder will be required to furnish a faithful performance bond in an amount equal to 10% of the contract price and a labor and material bond in an amount equal to 100% of the contract price, said bonds are secured from a surety or bonding company satisfactory to the City Council of the City of Anaheim and shall be approved by the City Attorney as to form and sufficiency before acceptance.
