WASHINGTON REPORT
U.S. Government Faces Serious Crisis
By Your Congressman
JAMES B. UTT
This is what the summer T.V. programs bill as a "repeat." However, while the subject matter is the same as that contained in my release of February 26th, the script is somewhat revised. I do this for the purpose of bringing to the attention of the people in my District the serious financial crisis faced by the United States Government and to show that this crisis can be met if the politicians in Congress will show a little more love for their country than for themselves.
High Interests
The spectacular headlines on the front page deal with high interest rates, but you have to turn to the editorials and the financial columns of the newspapers to find the basic causes. It is a complicated question and is little understood by the average citizen who is so adversely affected. In two special messages to the Congress the President has put us on notice of the impending crisis and has requested prompt and positive action to permit the Treasury to manage our debt upon a sound fiscal basis.
The Ways and Means Committee, to which this legislation was referred, spent weeks in execu-
islation, the vote was 14 to 11 against it with the ten Republican members and one Democrat voting for it.
What Happened
What happened to make this Committee reverse itself? The crisis had not vanished. There was no challenge to the testimony which we had received from the Secretary of the Treasury. The answer is simple — political instructions from the Democratic leadership. High interest rates was to become the Democratic campaign issue for 1960. Because high interest rates strike at every segment of our economy and the cause is complicated to explain; it appeared to be the only campaign issue left for the Democrats.
Unemployment had disappeared, prosperity had returned, international relationship had improved, and the Republicans, backed by the President's vetoes, had slowed down the wild spending programs introduced at the first of the session.
Ninety per cent of the financial writers, including the Democratic South, have used millions of words urging the Congress to meet this crisis before it explodes; but the Democratic leadership turned a deaf ear to this warning and, when a substitute motion was made on the Floor of Congress to grant the President the right to raise interest rates on long-term bonds, al but two Republicans and only one Democrat voted for it.

Industrial Event
Anaheim played host to Miss Vici Larrain, official hostess for the up-coming first annual Orange County Industrial Exposition one day recently when county Industry's "First Lady" learned how to make springs.
On the agenda for Miss Larrain was a visit to the Comerford Mfg. Co., 883 S. Rose Place. The small factory is one of only about 30 in the entire state of California which produces springs and other wire forms.
Ted Baraglia, president of the local company, and Phil Belec, sales manager, took the suburnaired Miss Larrain on a tour which figuratively will be duplicated for visitors to the first annual Orange County Industrial Exposition Oct. 14 through 18 at the Orange County Fairgrounds.
The big event, a kind of "county fair" for industry, is sponsored by the Associated Chemers of Commerce of Orange County. It brings together a cross-section of the county's industry with representation from small plants like the Comerford Classes begin on Monday, Oct. 5. A member of the Child Study Center staff will arrange for an interview of each mother and child applicant. Those who make earliest application will have priority for the first semester. Others will be placed on a waiting list. An even number of boys and girls will be sought, with 24 three-year-old children enrolled from 9 to 11 a.m. and 24 four-year-olds enrolled from 1 to 3 p.m. Each mother will be scheduled to assist with child center supervision for one laboratory period each week and for the Friday morning classes.
The whole program will be something new to children and parents alike, but it has been thoroughly tried in other colleges and found to be successful.
