It took me 10 months to do these two paints." he declares.
The local artist's hobby has advanced from a small nook in the garage to an addition to the building which serves as a studio and small gallery.
His works have undergone a change from excellent water colors to oils of the highest caliber.

resive cities in California. It's essential some method be evolved to bring the city the capital improvements.
To date there has been very little issue taken with the capital improvement program. There has been some criticism of the proposal to move the city hall from its present location to another spot designed for an integrated civic center.
But the essential idea of the program has met very little resistance.
Anaheim along with many other Orange County cities prides itself on a low municipal tax rate. No one can deny that the $1.10 per $100 of assessed valuation continued this year in times of rising tax rates is not only easy on the pocketbook but quite a commendable feat for city employees and officials.
Yet, to continue the current tax base, it was necessary to raise the sanitation and water charges.
City officials really had no choice. It was either raise the utility rates or increase city property taxes so the utility department could at least come close to breaking even.
In the past, as former budgets indicate, city officits have hesitated in raising utility rates even though water rates in the Metropolitan Water District have
City Receives Award for Teen-Ager Safety Check
The Anaheim Chamber of Commerce has just received work from the National Vehicle Safety-Check organization that Anaheim been selected to receive a 1959 "Circle of Safety." Achievement.
This program, sponsored by the Highway and Safety Committee, the Anaheim Chamber of Commerce under the general chairmen of Harry Barnes and co-chairmen Arvid Moe and Eldon Hauck, school youth participation was under the direction of Dr. P Kaywood.
MUCH CREDIT
Chairman Barnes stated that much credit should be given Anaheim Police Dept. and particularly Lt. Al Rodgers who did an outstanding job in preparing the report on this project and miting it to the National Safety Council.
This Vehicle Safety Check program was so successful it received National attention and will receive the award from National Board of judges.
This National program is sponsored by the Inter-Industry Way Safety Committee, LOOK Magazine in cooperation with National Association of State Safety Coordinators.

In this instance the general property tax revenue can not take care of any deficit these companies could experience. That is why in many instances these utility rates are much higher than those enjoyed in Anaheim.
The point to this example is to illustrate there is no such thing as a governmental free ride. What really counts as far as the city is concerned is what and how much do you get for your tax money?
And is a continuance of a low tax rate a realistic point of view when the city faces a capital improvement program and residents keep clamoring for more and more services.
It was interesting to learn last week that Stahton city councilmen received a request for that city to impose a property tax in order to provide more services for residents. That city has no municipal tax rate. The very singularity of the request made news.

No one has really said that Anaheim's tax rate must increase if part of the capital improvements program is put into operation.
The most immediate method suggested is for a bond issue and sale of revenue bonds.
This would indicate that in order to finance these bonds some adjustment on the tax rate must be made.
In any case, if a bond issue is proposed, residents will have an opportunity to vote on the measure.
If City Manager Murdoch can come up with a proposal which will maintain the current tax rate, finance the capital improvement program and still maintain the level of service residents receive, he is nothing more than a "genius."
And if residents desire the capital improvements along with the high level of service they must again realize there is no such thing' as a "free ride." You get exactly what you pay for...

Lose Out in Bid For Series Tilt
West Anaheim Babe Ruth League All-Stars lost out in their bid for a try at the Babe Ruth League World Series in Stockton as they were knocked out of the Owens County Sectional Babe Ruth Tournament recently.
West Anaheim, fielding one of the strongest hitting teams seen in years at the tourney, looked like shoo-ins as they overwhelmed the Garden Grove Americans 14-5 on Saturday to open the tournament.
The Nats, considered by most to be weaker than the Americans, slaughtered by the Anaheimers the day before, came back to upset the locals 6-2 and cop the tourney.
