To date there has been very little issue taken with the capital improvement program. There has been some criticism of the proposal to move the city hall from its present location to another spot designed for an integrated civic center. But the essential idea of the program has met very little resistance. Anaheim along with many other Orange County cities prides itself on a low municipal tax rate. No one can deny that the $1.10 per $100 of assessed valuation continued this year in times of rising tax rates is not only easy on the pocketbook but quite a commendable feat for city employees and officials. Yet, to continue the current tax base, it was necessary to raise the sanitation and water charges. City officials really had no choice. It was either raise the utility rates or increase city property taxes so the utility department could at least come close to breaking even. And is a continuance of a low tax rate a realistic point of view when the city faces a capital improvement program and residents keep clamoring for more and more services. It was interesting to learn last week that Stahton city councilmen received a request for that city to impose a property tax in order to provide more services for residents. That city has no municipal tax rate. The very singularity of the request made news. The low tax consciousness of Anaheim is commendable. But each of the cities in Orange County was quick to levy the one-cent sales tax which was added to the three-cent tax already imposed by the state. In any case, if a bond issue is proposed, residents will have an opportunity to vote on the measure. If City Manager Murdoch can come up with a proposal which will maintain the current tax rate, finance the capital improvement program and still maintain the level of service residents receive, he is nothing more than a "genius." And if residents desire the capital improvements along with the high level of service they must again realize there is no such thing' as a "free ride." You get exactly what you pay for...
