PUC Counsel Asks Cut in Firm's Rates
Not only should the Dyke Water Company be denied a further rate increase, but the rates should be reduced to the former $3-a-month flat-rate schedule, it was contended today in a brief filed by William C. Bricca, staff counsel of the California Public Utilities Commission.
The recommendation was part of a bill of exceptions answering a proposed report filed May 28 by Stewart C. Warner, presiding examiner in the company's rate application proceedings. The company, located in Garden Grove, provides water for some West Anahelm homes.
Bricca, summarizing the position of the PUC staff, also wrote:
There is insufficient evidence to warrant a finding as to the company's present financial condition. Warner had stated that the present financial condition of the company "continues to jeopardize" its ability to furnish reasonable service.
Even if it is assumed that the company's financial condition is presently precarious, "any such condition was caused by the applicant's unlawful reckless and imprudent extensions of its service," Bricca contended.
The staff also took exception to Warner's proposal that the company's customers be required to pay 75 cents a month for the purchase and installation of meters. Bricca wrote:
"To require utility ratepayers to pay for capital installations in the form of meters not only is a departure from customary rate-making, but also is wrong in principle. It results in a double burden upon ratepayers in that the ratepayers not only bear capital costs, but also continue throughout the life of the plant installed, to produce a return to the utility upon the cast of the plant."

Big Rodeo Scheduled for Orange Co. Fair Saturday
TV stars, movie actors, and dignitaries will thrill children and parents alike as they lead the grand parade which will open each performance of the United Cerebral Palsy Assn. Benefit Rodeo, staged at the Orange County Fair, Saturday and Sunday.
The Championship Rodeo, sanctioned by the Cowboy's Assn. of America, will begin the 2 p.m. Saturday and Sunday matinees, and the 8 p.m. Saturday show, with Grand Marshall Ray Holderness riding forth into the arena followed by famous personages of the west.
Adding to the excitement of the fair, Paul Maxey, mayor of "People's Choice" TV show, who appears in the movie "Man Without a Gun", will be seen at Sunday's matinee. His wife, Jean Maxey of TV's "For Better or Worse" will ride with him.
Well Known
Todd Ferrell, known as "Boonier,"—Timmy's friend in the T-Lassie Show—will ride in the parade with his brother Ray Ferrell, little brother in "Peck's Baird Girl", at the Saturday night and Sunday rodeos.
Cleo, the talking dog of "People's Choice" TV show, will be seen with his trainer Frank Inn.
Show stopper for the Saturday malfinee rodeo parade will be Pepito, world famous Spanish clown appointed as court jester by Spain's late King Alfonso to entertain his children. Pepito is recently appearing in some of the "I Love Lucy" shows.

Six thrilling events will spice the jovial fairgrounds atmosphere and test the skills of cowboys risking life and limb for prize money. Stan Ruano of Westminster will be featured in the calf roping event; Jon Lane of San Diego will show his prowess at steer wrestling; and Anson Thurman of El Monte will show off bull riding.
Beautiful, blond Vivian Dorr will do fancy and trick riding on her show horses. "Stormy" and "Gorgeous George."
Bareback bronc riding and saddle bronc riding, as well as team roping will be featured.
The championship rodeo, lasting about three hours each performance is $125 for adults and 75 cents for children. All proceeds go to the United Cerebral Palsy Assn. of Orange County to support service education, and research projects.
Concessions open during the rodeos will be handled by the Orange County Parents Group for handicapped children and adults, headed by Glen Walker of Fuller-president.
