Safety Plates Seven states according to a report by the American Association of Motor Vehicle Administrators, now issue "safety" license plates that shine in the dark. Coated with a reflective material, the tags make cars more visible at night and help reduce rear-end crashes. RURAL FALLOUT shelter, built of timber and designed to protect six persons at a cost of about $300, has been endorsed by leaders of the nation's largest farm organizations. The Governor's message to the Legislature last week on his proposed water program for the state caused the wagging of heads among the leaders of both houses, and particularly those of us in southern California. It was a nine page document outlining what he said was "rational, realistic, and responsive to the needs of all the people." In it he concluded that a constitutional amendment "is not necessary to an affirmative water program," forgetting, I feel sure, the question of sanity of water contracts which must be resolved. Frankly I regret that the Governor did not take a firmer stand on the constitutional amendment, even though he argued that he was convinced "that our positive program of water development should not be delayed by further frustrating debate over the terms of a constitutional amendment." I just hope that the Governor's message does not result in what one legislator expressed as the "shot that will send the troops into their trenches." As is usual with his messages to the Legislature and the press, the Governor puts much emphasis on what he terms "responsible liberalism." When he concluded his water message, he ended with the statement that he "sought to bring forward force of responsible liberalism to the specific problem of water." We shall watch and carefully wait to see what develops from the Governor's program. In the meantime, as chairman of the southern counties' caucus of both houses of the Legislature, I have called a meeting of that group for this week to discuss the Governor's message and evaluate it from the standpoint of southern California.
