Washington REPORT

This is the first of a series of reports which I expect to make to make to the voters of the 28th Congressional District.
I represent the California Republican delegation as its member of the Committee on Committees, which makes the committee assignments for the new members and those older members desiring a shift in committee assignments or those who desire an additional committee. California and the western states failed very well this year, so far as committee assignments are concerned.
The west has a member on the Rules Committee for the first time in four years. I returned to the ways and means committee, which was the original committee on which I served, and this committee has been busy since the convening of Congress on preparation of a tax formula for insurance companies.
State of Union Message
President Eisenhower made his State of the Union Message on January 9th. I felt that it was one of the best ones he has delivered. He took a very firm and positive stand on the Berlin question, national defense, preservation of the free enterprise system, and gave a warning against deficit spending which would lead to inflation.
A few days later the President sent his budget message, calling for a balanced budget. Now, there is considerable virtue in having a balanced budget, but that virtue doubt if Mr. Roosevelt will be supported by many of his Democratic colleagues.
CHERRY PIE
2 (20-oz.) cans frozen red tart cherries, thawed and drained (4 cups drained)
½ cup sugar
¼ tsp. salt
2 tbsps. cornstarch
2 tbsps. melted butter or margarine
½ tsp. almond extract
½ tsp. red food coloring
Drain the thawed cherries prepared as directed below and put half of them into a 9-inch pastry-lined pie pan. Combine the sugar, salt, and cornstarch and sprinkle this evenly over the cherries.
Then place the remaining 2 cups of cherries evenly in the pan. Mix together the melted butter, almond extract and red coloring and pour this mixture evenly over the top of cherries. Cover the pie with pastry strips in a lattice or criss-cross design. Trim and flute edges of top and bottom pastry and cover the edges with strip of aluminum foil or pie tape. Bake at 450°F. for 10 minutes. Reduce heat to 400°F. and bake 30 minutes longer, or until a golden brown.
If canned cherries are used, increase sugar to 1¼ cups.
Crust:
2 c. sifted all-purpose flour

Now, there is considerable virtue in having a balanced budget, but that virtue is somewhat diminished when the balancing comes by way of additional taxes rather than by the elimination of certain governmental activities, waste and duplication.
More Services Mean More Pay
A spending budget should not be calculated upon additional revenues which Congress has not yet considered, not approved. Any family could balance its budget if, by waving a wand, it could increase its income to meet the outgo. However, if the public is going to demand more services, they had better pay for them as they go.
The President expects additional revenues to come from a proposed increase in the gasoline tax, to meet the accelerated highway construction program. The new insurance tax formula will add approximately $200 million a year to the total revenue. Disposal of some surplus real estate will provide additional funds.
Radical Spenders Are Active
You will recall that the President took considerable abuse at election time for referring to the Democratic party as actually two parties, the radical spenders on one hand, and the conservatives on the other. In light of this, it is interesting to note that just eight of the radical spending Democrats, in one day alone, introduced legislation which would cost the American taxpayers $24 billion a year, above and beyond the $77 billion budget submitted by the President, and this is just a beginning. It remains to be seen whether these radical spenders are in control or not.
