To tax them would shift a high percentage of their enrollment into critically over-crowded public schools—at the public's expense! $346.00 PER PUPIL...is the average cost per year to the taxpayer to educate a child in the public school system, according to figures supplied by State Controller Robert C. Kirkwood. The State Board of Equalization reports that if these schools were taxed, they would provide less than $1,800,000 in tax revenue. Don't punish schools that are giving the taxpayers the greatest bargain in history—a $118,000,000 tax saving in exchange for less than $1,800,000 in tax exemption. Cook over low heat, stirring constantly, until chocolate is melted. Remove from heat. Whip egg yolks slightly. Add rum and stir to blend. Pour chocolate mixture into egg yolks. Mix gently until blended. Whip egg whites until stiff but not dry. Fold egg whites into chocolate mixture. Pour into serving bowl or small individual serving dishes. Chill several hours.
