CONSTRUING THE LAW
In the midst of disputes lawyers and judges apply three rules to "construe" any legal document.
Rule 1. Construe the document in its entirety.
Don't pick out one part and think you have the full meaning.
Thus before Lincoln would present his own case, he'd make out a strong case for his opponent.
Read only that one part, and you might think Lincoln, for example, were pro-slavery. But Lincoln expected you to take in his whole speech to get his meaning "in context."
Rule 2. Read the legal document in accordance with the common understanding of the language used.
At one point draftsmen of our Constitution wanted to balance the power of the large and the small states. Their language was so good that few since then have questioned the "great compromise" setting up two Houses of Congress for this purpose. The Senate represented the states and protected the small states, and the House of Representatives spoke for the people in the populous states.
Rule 3. If still in doubt one may take surrounding circumstances into account in finding what a legal document means.
And so after reading and puzzling over a law, our courts may go to committee reports, congressional debates, and the newspapers, diaries, and books of the time to discover the purport of a law. What did the

What did the people think when they used such words as "due process of the law" or "equal protection?" Sometimes the evidence outside the words of the law give a clue to the meaning of a document.
These three rules may also help you in "construing" other reading matter: Read it all; use the common meanings; and then read it in view of the circumstances surrounding its production.

The rates of per diem wages for each of the various classifications of work shall be in accordance with the prevailing rates of hourly wages multiplied by eight. Eight hours constitute a day's work; it being understood that workmen are employed less than eight hours per day the per diem wage shall be that fraction of the per diem wage herein established that the number of hours of employment bears to eight hours.
The overtime rule establishing the rates of overtime and holiday work shall be worked eight hours of continuous employment except for lunch periods; shall constitute a day's work beginning on Monday and continuing through Friday each week. Where work is required in excess of eight hours in any one day or during the entire time from 5:00 o'clock P.M. Friday and night Saturday such work shall be paid for at the minimum rate of one and one-half times the basic rate of wages; and on Sundays and holidays such work shall be paid for at the minimum rate of double the basic rate of wages; except as other drivers of truck—legal pay load capacity between 10 and 15 tons

On September 16, the people of Cypress voted to annex the Forest Lawn property adjacent to Cypress for the purpose of creating a Forest Lawn Memorial-Park.
INTERMENTS REQUIRED BY LAW
On October 3, after the annexation of the Forest Lawn property became effective, and in accordance with the requirements of the laws of the State of California, Forest Lawn made seven interments on the property. In order for the property to become a memorial-park, these interments had to be made.

The interments were held between 7:00 and 8:30 A.M. on Friday, October 3. Each was a separate burial in a separate grave. Family and friends attended. Funeral services had been held in Forest Lawn-Glendale churches the preceding day. Friday's committal services completed the dignified

FOREST LAWN ACTION
Competitors of Forest Lawn — who had fought viciously against the annexation — still tried to bypass the will of the people of Cypress and the law through lawsuits, injunctions and other legalistic devices. On October 10, in Superior Court of Orange County, Judge Robert Gardener dissolved all of these actions. Forest Lawn had acted in good faith, within the law.

Apparently determined, at any price, to interfere
with the will of the people, this same group started
a rash of false, vicious rumors, in an attempt to
dupe the public into thinking these legal acts of interment were something shocking. None of the
rumors were true. All were ugly. Rubbish and bottles were thrown into the fenced-in interment locations to create a shocking appearance, then photographs were taken and circulated in Cypress.
