NOTICE INVITING SEALED PROPOSals FOR PURNISHING ALLEY PLANT - LABOR, SERVICES, MATERIALS AND EQUIPMENT AND PERFORMANCE WORK NECESSARY IN THE CONSTRUCTION, INSTALLATION AND COMPLETION WITHIN THE CITY OF ANAHEIM, ORANGE COUNTY, CALIFORNIA, IN ACCORDANCE WITH THE SPECIFICATIONS OR FILE IN THE OFFICE OF THE CITY CLERK OF THE CITY ANAHEIM ON THE FOLLOWING PUBLIC IMPROVEMENT OR WORK: CONSTRUCTION OF A 14-INCH STEEL CYLINDER CONCRETE WATER LINE IN ORANGE AVENUE FROM DALE AVENUE TO STANTON AVENUE, WORK ORDER NO. 1825.
NOTICE IS HEREBY. GIVEN that these proposals will be received by the City of Anaheim just after the hour of 2:00 o'clock P.M. on the 23rd day of October, 1858, and will be opened on said date at the hour of 2:00 o'clock P.M., in public, in the City Council Chambers in the City Hall, in the City of Anaheim, State and California, by the City Clerk and the City Engineer, for furnishing the following:
All plant, labor, services, materials and equipment, and all utilities and transportation, including power, fuel and water, and performing all work necessary to construct and complete in a good and workmanlike manner, in series accordance with the specifications or file in the office of the City Engineer or City Clerk of the City of Anaheim, the following public improvement, to-wit: The Construction of a 14-Inch Steel Cylinder Concrete Water Line in Orange Avenue, from Dale Avenue to Stanton Avenue, Class 150, including excavation, trenching and backfill, including all fixtures and appertaining materials as indicated on the plans, Work Order No. 1825, and shall be tabulated by the City Engineer and the result thereof reported to the City Council at its next regular or adjourned regular meeting, for action thereon by said City Clerk.
PURSUIT TO the provisions of Section 1770 of the Labor Code of the City Council of the City of Anaheim has ascertaind the general prevailing rate of wages in the locality in which this type of work is to be performed for each type of workman needed to execute this contract. The following hourly wage scale so ascertained is as follows:

Apprentices may be employed conformity with Section 1771.5 of California Labor Code.
The rates of per diem wages each of the various classifications work shall be herein before forth prevailing rates of hires wages multiplied by eight hours shall constitute a day's wage it being understood that no paid for at the minimum are employed less eight hours per day the per diem wage herein established that the number of hours of employment bears to eight hours.
The overtime rule establishing rates of overtime and holiday shall be in accordance with the following: Where a single shift worked eight hours for each employment except for lunch periods, shall constitute a day's working Monday and continue through Friday each week. Work is required in excess of eight hours in any one day or during interval of time from 0:00 o'clock Friday and 12:00 o'clock Saturday at the minimum rate paid for at the minimum rate of wages and one-half times the basic rate wages, and on Sundays and holidays such work shall be paid for at the minimum rate of double the rate of wages, except as otherwise provided in the May 1556 reverence of A.G.C.A., H.O.F.E.G.C.A., A.F.L.-C.I.O., South California Master Labor Agreement.
Holidays as herein referred to are deemed to be New Year's Day Decoration Day, Independence Day, Labor Day, Armistice Day, Thanksgiving Day and Christmas Day; any of the above mentionedholiday other than Labor Day and Thanksgiving Day falls on Sunday; the lowest Monday shall be considered a legal holiday.
It shall be mandatory upon whom the contract awarded and upon any subcontract under him specified rates of wages to laborers, workers and mechanics employed by them in the execution of the contract.
Each bid shall be made out of cash to be obtained at the order of the City Clerk or the City Employer of the City Council of the City Anaheim who accompanied by a certificate or cashier held bond ten (10%) per cent of the amount of the bid made payable to City Anaheim, and shall be delivered to the City Clerk before 2:00 o'clock P.M. on the day of October, 1958, at work by worker(s) proposed will be operated in public by the City Clerk and the City Engineer. Health and Welfare payments shall be made in accordance with the Southern California Master Labor Agreement.
All foremen, unless separately classified, shall be paid as provided in the May, 1956 revision of the A.G.C., B.C.A., H.B.L, E.G.C., A.F.L.-C.I.O. Southern California Master Labor Agreement.
Each bid must specify the name and location of the mill, shop or office of each subcontractor who performs work or labor or remit services to the contractor in or aboard the construction of the work or movement and the portion of work which will be done by each subcontractor. If any bid submission fails to specify a subcontractor, the contractor submit such bid agrees to perform the work himself.
The successful bidder will be required to furnish a faithful performance bond in an amount equal to 100% of the contract price and labor and material bond in an amount equal to 100% of the contract price and bonds to be secured from a surety or bonding company satisfactory to the City Council of the City of Anaheim and shall be approved by the City Attorney as to the sufficiency before acceptance.
Please send specifications may obtained from the City Engineer or the City Clerk of the City of Anaheim at the City Hall. Anaheim California for the sum of Five and no/100 ($5.00) Dollars. If picked at said offices, or the sum of five and no/100 ($6.00) Dollars if forwarded by mail.
The successful bidder will be required to continuously maintain adequate protection of all his work and adjacent property from damage arising out of the performance of the contract and to furnish the City water public liability insurance in an amount not less than $100,000.00 for injuries including accidental descent of any one person, $300,000.00 on account of any one accident, and property damage insurance in an amount not less than $50,000.00, and public liability insurance to cover vehicle use by him whether on or off the premises in an amount of $50,000.00 for injuries to any one person, $100,000.00 for any one accident, and property damage in an amount $10,000.00. Compensation and entitlement payers' liability insurance shall maintained during the life of the contract covering all employees of the project. The contractor shall responsible that all employees of subcontractors are protected by sunduance. Such insurance shall furnished by companies satisfied to the City Attorney as per proval of the City Attorney as form and sufficiency.
The successful bidder and any subcontractor and contractors employed by him in the performance said work or any part of the work include excavation, trenching and backfill, and including all fixtures and appurtenant materials as indicated on the plans. Work Order No. 1835, and shall be tabulated by the City Engineer and final result thereof reported to the City Council at its next regular or adjourned regular meeting, for action thereon by said City Council.

The successful bidder and any subcontractor contractors employed by him in the performance of said work or any part of the work required to use only such manufactured articles, materials and supplies as have been mined or produced in the United States, and only such manufactured articles, materials and supplies as have been manufactured in the United States substantially from articles, materials and supplied, produced or manufactured, and the case may be, in the United States pursuant to the provisions of Sections 4300 to 4305, both inclusive of the Government Code of the State of California.
Pursuant to the provisions of Sections 4320 and 4331 of the Government Code of the State of California, and price, fitness and quality being equal, the successful bidder and any subcontractors or contractors employed by him to do any part of the work on the above described public improvement shall be required to prefer supplies grown manufactured or produced in the State of California and next time prefer supplies partially grown, manufactured or produced in the State of California.
Each bid shall be accompanied by a Non-collusion Affidavit, copies of which may be obtained from the City Clerk.
The successful bidder or bidder shall be required to enter into a contract with the City of Anaheim in the manner and form approved by the City Attorney of the City of Anaheim.
The City Council reserves the right to reject any and all bids or to waive any informality to the extent permitted by law, and reserves the further right to make an award to the lowest responsible bidder found and determined to serve the best interests of the City of Anaheim.

Continued efficiency and economy in your state government requires frequent review of its organization by the Legislature. Over the years the addition of new functions and the creation of new agencies have resulted in a sprawling giant, the operation of which produces considerable problems of coordination and effective management.
Some idea of the huge size to which state government has grown can be obtained from facts disclosed at a recent meeting of the Senate Interim Committee on Government Organization. This group has been carrying on an extended study of state operations for some time, and has reported many of its findings and recommendations to the Legislature.
The committee states that the executive branch is now made up of 24 major departments and 46 independent agencies. In addition, there are 128 commissions and boards whose members are appointed by the Governor, though many of these bodies are attached to departments.

One suggestion advanced by the committee in the interests of better coordination between units of the executive branch is that the Governor be given three administrative assistants, whose duty it would be to act as coordinators and expeditors for him with the many departments. This suggestion brought a mixed reaction from experts in government who appeared before the committee.
One supporter of the idea complimented the group for suggesting that its possibilities be explored, calling it "a fresh approach" to an important and difficult problem. Pointing out that California has traveled so far in assigning each function of state government to a separate agency that it would be very difficult to reverse the trend, and move to consolidate agencies, this observer stated that the committees' idea would assist the Governor to improve his "span of control."
Another expert took practically the opposite view. Referring to the proposed administrative assistants as "three superior department heads," he said they would in effect constitute another layer of authority inserted between the
