LETTER TO THE EDITOR 16862 Wabash Ave. Yorba Linda September 5, 1958 TO THE EDITOR: The Orange County Board of Supervisors has under submission an application for a variance, No. 4106, to allow the establishment of a sand and gravel operation adjacent to the recently authorized Carbon Canyon Dam. If this variance is granted, it would cost the taxpayers of the county a much larger sum for damages to the property affected when the dam is started than it would if the variance were turned down now. The original claims by the applicant, that he has enough material to last for 20 years, have been refuted by figures submitted to the Board. These show, and the applicant now admits, that at full operation there is only enough material to last for much less than a quarter of this time. The applicant, O. V. Barkman, is extremely anxious to get this put into operation as soon as possible. Could it be that he foresees that he will be in full operation just when the County and the Federal Government will be purchasing land for the dam? And that by doing so he will be able to show extensive damage to his business? The Board has vacillated in this matter. A motion by Supervisor Phillips to deny the variance (the danger during the wet months, affecting not only the immediate areas, but areas several miles from the site. The site is on an elevated position on the south watershed of the Yorba Linda Hills. Ralph W. Marshall Tel. LA 8-7724 Cartoon Folks Urge Support Of Kenny Drive Minneapolis, Minn.—Six of the most-widely-read among the nation's favorite cartoon characters are urging public support in daily and weekly newspapers from coast to coast for the 1958 fund appeal of the Sister Elizabeth Kenny foundation now under way, it has been announced by Al Capp, national volunteer chairman. They are Blondie by Chic Young, Bugs Bunny by Warner Bros. Pictures, Inc., Donald Duck by Walt Disney, Li'l Abner by Capp, Miss Peach by Mel Lazarus and Peanuts by Charles M. Schulz. "Comic strip characters stress the fact that the Kenny foundation now provides treatment and rehabilitation for persons of all ages with neuromuscular disabilities and disorders at its facilities in strategic cities across the United States," Capp said. "At the same time, the Kenny foundation remains prepared to provide the best-known treatment for acute cases of polio and is helping to rehabilitate many who have had the disease in the past." "The Kenny foundation is sponsoring an extensive medical research program into neuromuscular diseases at its own facilities and at leading hospitals and universities. Grants are made to hospitals and universities, while individual medical doctors are encouraged to embark upon research careers as recipients of Kenny scholarships." is extremely anxious to get this put into operation as soon as posnzle. If the members had not wanted the pit, then was the time to deny it. If they did want it, then was the time to vote against denial and to prant permission to Barkman. Permission to operate this gravel plant has once before been denied by the Board. Despite a request from the Planning Commission, an engineering study adequate to demonstrate protection against flood and erosion hazards from washing operations has not yet been submitted by the applicant. The Orange County Flood Control has recommended against it. Yet their advice appears to have gone unheeded.
