Empire Assn Meet Here 28-29 Southern California flood control problems will be discussed by a panel of this area's experts at a meeting of southland county supervisors to be held at the Disneyland Hotel, Friday and Saturday, June 28-29. Willis H. Warner, chairman of the Board of Supervisors of Orange County, announced that bi-monthly meeting of the Southern Empire Regional Association of County Supervisors will consider all aspects of flood control as presented by Lt. Col. Charles A. Carroll, Assistant District Engineer, U.S. Army Corps Engineers; Harold E. Hedrich Chief Engineer, Los Angeles County Flood Control District; Richard F. Droege, Supervice Angeles National Forest. As moderator will be C. H. drews, Ventura County Supervisor and president of the Association. In charge of arrangements for the meeting are Supervisors H. Kaiser and William J. Phillip Orange County. Meeting with supervisors will be road crew missioners and other administrative officials of the ten southern counties comprising the South Empire Association. August 23 is the date set by the Orange County Chapter of the American Red Cross for the visit of the bloodmobile, which will be at the Ebell Club from 2 until 6:30 p.m. Citizens are urged to volunteer blood since the supply is dwindling fast. As vacation time approaches, 'highway wars' drain the blood supply drastically and through repeated requests, the supply is continuously drawn upon to supply the life-giving fluid. Orange County distributed more than 6600 pints of free blood in 1956 while collecting only 5,-390 pints, stated Earl Tiede, chairman of blood service for Orange County, southern division. "There are people in Orange County who literally are kept alive with supplies of whole blood," said Tiede. "These are 'the walking dead' who suffer if highway accidents drop the blood supply, to a dangerous low in the Los Angeles Blood Center," he added. Kirkwood, State Controller, announced today. The total amount apportioned to cities and counties during the 1956-57 fiscal year amounted to $98,530,346—an increase of $4,065,834 or 4.3 per cent—over the amount apportioned during the 1955-56 fiscal year, Kirkwood said. The current six-months' apportionment reflects an increase of $5,920,942—or 6.93 per cent—over the distribution made in June, 1956. The $45,711,072 distributed to cities this month was allocated on the basis of population and approximated $4.80 per capita. Anaheim's share of the apportionment was $292,607.61. Another $45,711,072 went to the counties, with Orange County receiving $933,650.35, which approximates $4.32 per capita. Motor vehicle license fees are levied at the rate of $2 per $100 of market value on each vehicle for the privilege of using the highways. This increase was chiefly responsible for a decrease in per capita apportionment to cities from $5.20 in 1955-56 to $5.19 in 1956-57. Cities may spend the "in lieu" apportionment for state purposes including law enforcement and the regulation, control and fire protection of highway traffic, Kirkwood said. The county apportionment may be spent for uses which benefit both the county and the state.
