Kuchel of California, citing growing pressure on the Nation's natural resources, has suggested to Federal officials the time may have come to tighten laws covering the utilization and disposal of Federally-owned land. With the steady growth of population and increase in travel and outdoor activities, there is serious danger that future generations of Americans will lack scenic, educational, and inspirational features for recreation. Kuchel said in letters to Agriculture Secretary Beimson and Interior Secretary Seaton. The California Senator wrote the two Cabinet officers as the first step in a planned effort to insure maintenance of adequate recreational facilities in California and other states. The problem is particularly important in his native state, Kuchel remarked, because the Federal Government controls 47 percent of the total area and the Interior and Agriculture departments have almost $3,000,000 acres there under their jurisdiction. He emphasized to the two Cabinet officers he does not want to block future mining, grazing, lumbering and other industrial operations which are carried on "in accordance with sound policies" because he is aware "many communities have as their economic foundations the employment of workers directly in operations carried on on Federally-owned lands." Kuchel last year was instrumental in bringing about an increase in appropriations for the Forest Service for maintenance, operation, and improvement of campgrounds and other facilities for the public on the lands under Agriculture Department jurisdiction. After he called the situation to the attention of the Senate Appropriations Committee, funds for this purpose in the current fiscal year were boosted more than $900,000 above previous levels.
