Hans C. Wahlberg, 56, fruit inspector, 17421 E. Chapman ave., Orange, picked up by Orange police on a warrant from Santa Ana court, yesterday pleaded guilty of issuing a no-fund check of $4.68 and was placed on probation for three years by Judge Ronald M. Crookshank.
The check, passed at a service station at 17th and Main sts., Santa Ana, was drawn on a Santa Ana bank, where his account had been closed since December, 1950. He told police at the time of his arrest that he had written other checks, but all had paid.

SA Chambers Push Vote Registration
Special efforts to get eligible voters registered for the November general election were announced this weekend by Santa Ana's senior and junior chambers of commerce.
Fred Earl, secretary - manager of the senior chamber, said arrangements will be made for deputy registrars of voters to visit plants and offices of companies wishing the service.

Pioneer Orange Countians Showed Method of Whipping Inflation
BY GEORGE J. HART
The cure for inflation? Certainly. Right here in Orange county. But you have to go back a good many years for it. You go back to the days when they were setting the Santa Ana Valley Irrigation Co. started, in the late seventies. Some of them had the system in those days.
Henri F. Gardner, the Orange man who was one of the first most constructive blenders in the economy founded on agriculture east of the river, set up a team according to an announcement years later by "Uncle Joe"arker.
They had just finished incorporating the SAVI Company in 1975 years ago this month—when the incident reported by Gardner who attended the opening meeting took place.
James Huntington, the Los Angeles financier who was a member of the first SAVI board of directors, remarked: "Now that the company is organized issue and sell bonds, to give way to build our ditches."
It was then that Henry Gardner struck the blow against inflation. He leaped to his feet at Huntington's suggestion of floating bonds.
"Like he—— we will," he objected. "We'll take our teams and build our own ditches!"
Which is what they did.
Handed Down
The Gardner trait stayed in the family, apparently. Years later, his son, Dian R. Gardner, became a member of the SAVI board of directors and found the company in debt, though not heavily. He also found the president, A. N. Saxton, the Orange man who headed SAVI longer than any other, strongly in sympathy with his feeling that the company should get out of debt.
After serving some time as a director, Dian Gardner eventually became president of the company, heading it for five years, from 1944 to 1949. When he left the board, SAVI was debt free.

Today, as one of the elder statesmen of Orange county water affairs, Dian Gardner says that SAVI has a three-fold job, as he sees it:
1. — Furnish water to its stockholders, when they want it;
2. As cheaply as possible, and 3 — Treat everybody exactly alike.
No.2 gives the most trouble, he adds.
Hand-made Definition
Another early settler of the SAVI territory who showed what to do about inflation, was Henry West of McPherson. His demonstration of beating HCL was impressive, indeed.
