Military Experts to Start Sorting Of Korean Combat Claims Soon WASHINGTON (AP)—Military experts said today it will take them a long time to determine how many Americans have been under fire in Korea. They will soon start paying $45 to tens of thousands of veterans for every month in which they spent six days within range of enemy guns. But the job of sorting out and deciding claims will involve a mountain of paper work and a long time lag, experts in both congress and Pentagon say. Congress approved this special combat pay shortly before adjourning in early July. The payment is retroactive to the start of the Korean campaign for those qualifying. Pentagon officials estimate it will cost between 250 million and 300 million dollars. The measure applies chiefly to infantrymen of the army and marines. Sen. Moody (D-Mich), the sponsor, said the main purpose is to give hazardous duty pay to men in the foxholes, thus putting them on equal footing in this respect with fliers, submarines and paratroopers. Critics said the bill would discriminate against any combat veterans unable to meet its requirements. Nobody knows yet how many servicemen and ex-servicemen are eligible. To qualify, they must have spent any six days in one month under conditions subjecting them to enemy fire. Those now serving in Korea will get their July payments as part of their August checks, Pentagon officials said. In each case, the commanding officer will have to certify that the individual was attached for the required time to a unit designated as having been within enemy range. THE WANT AD NUMBER 2206 Most Wanted" Man Spotted In Monrovia MONROVIA (UP) — Police say that one of the FBI's most wanted fugitives, an armed ex-convict who shot his way out of a police trap in Kansas, killing a deputy, was spotted here early today. The wanted man is William Merle Martin, 42, charged with stealing an auto in Litchfield, Ill., July 29, and killing an officer at Olathe, Kans., two days later. Service Station Operators Virgil Sheemak and Harold Davidson told police that a 1951 or 1952 dark blue Buick four-door sedan with Iowa license plates drove into their station at 12:05 a.m. today. The red-haired driver tried to keep his face averted as he ordered gas, the operators said. But they said they noticed he had a one-inch scar above the right eye. They identified police pictures of Martin as the man they saw. With him, they added, was a statuesque blonde known only as "Bobbie." The car left the station and headed west toward Los Angeles. Driver Jailed on 3 Traffic Counts Raul Moreno Gomez; Santa Ana construction worker, caught the book from Anaheim City Judge Leonard Bonnat yesterday. He began a 32½ day sentence in county jail in lieu of a $65 fine levied by Judge Bonnat on three traffic counts. Gomez (1) drove 70 mph in a 25 mph zone; (2) failed to stop when the arresting officer sounded his siren; and (3) was driving without a license. The Federal Bureau of Investigation declined comment. SACRAMENTO (AP)—State lawyers decided today a 20 million appropriation for school construction loans won't be available until mid-November. The appropriation was intended by the Legislature partly as a device to permit building loans to school districts until a 185 million dollar bond issue could be approved by the voters and the first bonds sold. H. H. Jaqueth, executive officer of the State Allocation Board, said the attorneys' ruling will actually mean a delay of only a month or so. It will take until at least Oct. 1, he said, to prepare application forms, get them out to needy school districts and process the completed applications. When Gov. Warren signs the appropriation bill, it will go into immediate effect as an urgency measure. However, it is dependent on a control bill which will not be operative until Nov. 12, 91 days after the special session of the Legislature adjourned. The Allocation Board has not had any uncommitted money from the original 250 million dollar school building fund issue since last October. Six million dollars remains in the old fund, but it is earmarked for cost increases on approved projects: Jaqueth said that if the voters ratify the new bond issue—approved by the Legislature unanimously—Nov. 4, the wheels can be set in motion immediately for selling the bonds although there can't be any actual sales until the secretary of State certifies the election, probably in the first part of December. A third bill awaiting the governor's signature restricts the bond sales to five million dollars a month.
