State Revenues Show 24 Per Cent Increase in Five Month Period SACRAMENTO (CNS) — Recent reports from the office of State Controller Thomas H. Kuchel indicate that California legislators may receive a balleted Christmas present next March when they gather in Sacramento to adopt the 1952-53 state budget. Competitions made by Kuchel's office indicate that the state's revenues have increased during the first five months of the current fiscal year by approximately 24 per cent over and above the revenues for the similar period in 1950. In terms of money, this means the state has taken $16,745,245 more out of the pockets of Californians than it did the previous year. The revenues for the first five months of this year totaled $294,758,300, according to the controller. The report also indicates that the state is on a fairly substantial cash basis, having $124,948,313 in the treasury at the close of business Nov. 30, over and above the amount needed to pay current obligations. This figure, too, was quite a jump over Nov. 30, 1950, when $44,123,616 was on hand. Although the state surplus this year has not been detainment established, and can't be until almost the close of business June 30, it is known now that it will be large enough to cause some bitter battles in the legislature. For even if the soils should reduce taxes, there nevertheless will remain in the treasury in the neighborhood of $16 million, according to estimates, which the pork barrel boys will be eyeing in a coveted manner. Early reports on the state budget, compilation of which is now nearing completion, are to the effect that while it will increase in size over the approximately billion, sixty million adopted for the current fiscal year, it will not be large enough The surplus wouldn't even make a running start on rectifying the highway deficiencies in California, yet there is sufficient money for "pet" road projects if the legislators start using it that way. What ever the surplus totals, it would cut a big hole in the building needs of various state departments, and department heads have not been negligent in making this known to the department of finance. Education, mental institutions, and others have inserted their entire building programs in the forthcoming budget requests, some with full knowledge they never will receive the amounts suggested, but in the hope the needs can be transmitted to the legislature before the surplus goes. The state was faced with a similar situation during World War II, when revenue rar exceeded income. The administration laid much of the money aside for "rainy day" needs, and can be expected to pursue the same policy next March, provided of course, that the legislators will go along. Drug Addiction Film Added to Sheriff's Files The new motion picture "The Terrible Truth" — a story of a teenage drug addict, has been added to the audiovisual library of the Sheriff's Juvenile Bureau, it was announced today by Sheriff James A. Mumon. The film will be used as part of a crime prevention program to acquaint the public with the true facts and figures of drug addiction among adolescents today, according to Sgt. Rus Campbell, with sweets and small gifts incorporated in the action drama, which has a glam holiday fiesta as a finale. "Los Posadas," with aenda or after-theatre party in Mexican manner, will be Wednesday through Saturday nights, and Wednesday and urday afternoons, through J. 1952. Steele Petroleum Lease, Drilling Permit Delivered Steele Petroleum Co. received three Christmas gifts from City of Anaheim today. After six months and five of hearings, meetings, discussions negotiations and delays, a lease on a drill site at the trial section or anaheim, a ing permit, and a lateral agreement were delivered to old Cook of the Steele Co. by Attorney Preston Turner. Coo said all dots have posted and an ice pad, and they have only to see tad for drilling. Execution of the above incidents ensures the city or a per cent overriding royalty oil produced from the crust but the city will lose 16% cent royalty on oil produce the Anaheim community less it does join the lease. Leasing or sub-surface oil gas rights or city-owned property may be undertaken later, it understood, but it will be leased the highest bidder on an artised bid basis. marijuana. Jack deputy county surveyor, elected secretary-treasurer. Early reports on the state budget, compilation of which is now nearing completion, are to the extent that while it will increase in size over the approximately billion, sixty million adopted for the current fiscal year, it will not be large enough to eat up all of the surplus. The total budget figure is not announced prior to submission to the state legislature, but officials of the department of finance have stated the figures certainly "will not be any less" than last year. It would be no trouble at all for the legislature to dispose of $100,000,000, in fact this huge sum which represents a little less than ten dollars a year for every man, woman and child in California, including those on relief, is a mere drop in the bucket compared to the huge outlays of the taxpayers' money made by the Terrible Truth—a story of a teen-age drug addict, has been added to the audio-video library of the Sheriff's Juvenile Bureau. It was announced today by Sheriff James A. Musen. The film will be used as part of a crime prevention program to acquaint the public with the true facts and figures of drug addiction among adolescents today, according to Sgt. Rus Campbell, director of the Juvenile Bureau. Campbell when contacted stated the problem is serious among young people who have become addicted to the use of narcotics and dangerous drugs, however the number of adolescents has been grossly exaggerated and Orange county is comparatively free although there have been a few isolated cases. Generally teen-agers who "try out" marijuana or heroin come from broken or unhappy homes. Many of them have criminal records and have been using alcoholic beverages prior to trying CHRISTMAS Greetings To all of you whom we have had the pleasure of serving this past year.
