The Rev. Bob Richards, high-filing, pole-vaulting parson from LaVerne college, will be the main speaker at the Anaheim Rotary club meeting Monday noon.
Last Wednesday, Mr. Richards broke his own personal decathlon scoring record as he captured the championship of the annual Muir college meet with 7544 points.
Mr. Richards is associate professor of philosophy and director of religious activities at LaVerne college.
He is the second pole vaulter in history to top 15 feet. He vaulted 15 feet 1 inch in the Melrose games in New York this year. He made 15 feet 4¼ inches in the Chicago Daily News Relays, March 17, 1951.
The parson has recently returned from a track event in Buenos Aires. He is expected to talk on the spiritual value of athletics.
Public Official Comments on Child Protection
The other day Mrs. Tom Henry wrote a letter to the editor in which she discussed the basic factors which lead to tragedies such as that in the case of Patricia Hull. In her letter she said, among other things:
"We spend thousands of dollars each year on a recreational program. It seems to me that if some of these funds were used to change inadequate laws and to provide protection in our community, there would be less need for such a large scale recreational program.
"Here we have lovely La Palma park which should be a wonderful place for children to make their own recreation. However, there is absolutely no police protection there, and it is a haven for sex offenders and exhibitionists."
Today, Don Derr, director of the city's recreation department, writes a letter outlining his views on the situation. We think parents will be especially interested in the pine points Mr. Derr discusses near the end of the letter!

County Supervisors today were hearing budget requests from various county departments for the new fiscal year beginning July 1 and expected to be so engaged through next Monday.
In hearings already concluded the advertising fund was approved at $23,975 after the board lopped off an allocation of $800 for the Short-Line Planning assn. That left the budget $75 above last year's expenditures.
The budget for county parks, $147,220, was down from last year's budget of $156,268 and the county surveyor, W. K. Hillyard reduced his budget by $79 to $41,588.
However, County Assessor Maurice Enderle ran into some objections from two supervysors, R. J. McFadden of Placentia and C. M. Featherly, of Santa Anga, when his $298,973 budget request showed an increase of some $28,000 over last year's $270,499.
The supervisors suggested that since there had been mechanization of tax roll equipment to reduce labor costs and the assessor had been relieved of personal property tax collections, there should be a reduction in his budget instead of an increase.
The board tentatively approved the budget but indicated it would be taken up again later.
The grand jury's budget which was $5500 last year was increased to $8000 when Auditor L. H. Eckel explained that expenditures included taxes and fees.

However both my wife and I know that good schools, beautiful parks, adequate police protection and legal protection are not enough. Without reservation Anaheim may be proud of its fine school record, parks and police force; which bear out the point that GOOD HOMES AND GOOD PARENTS are not only also needed, but if missing all the rest is of little use in creating responsible citizens and a wholesome community. Environment is important, but the moral, religious and social consciousness of the family is fundamental in any democratic community.
If the laws are not strong enough in cases such as the one confronting us today let's change them. Additional appropriations are not necessary. "Two barn doors left open won't begin to keep the horse in as effectively as one door locked." What is needed, is an active citizenry with pen and stamp. Let your governmental representative know your wishes, that's why you elected them.
Parks, recreation areas, schools and all of the other agencies set up to aid today's youth into growing into a mature citizen are not CHILD CARE CENTERS or public supported baby sitting agencies, where parents may send their children to get them out of their hair. They are areas for supervised expression and directed play, where children are encouraged to be individuals and to respect the wishes of the majority. 9. Am I too busy being sociable, so that the social wellbeing of my child interferes or become secondary rather than primary in my daily schedule?
As has been pointed out repeatedly by radio, television and press in these past few days the major fault is not, poor laws, poor school, or poorly supervised parks and playgrounds but at best misinformed parents or just parents who shirk their responsibilities to their children, community and country. None of us can be too careful or too interested in the wellbeing of our children.

Additional police protection for children at play is in no way the answer. How much more normal for child and community is supervised play than police protected play? It seems to me that our children would be much happier in a supervised craft group or supervised softball game conducted by well trained personnel than at play with a policeman close at hand.
May I quote your letter of May 23, "but what about our children when they are out of school?" The question is a good one. It certainly deserves the attention of every adult in the community. Let all parents and adults check this list and see where they stand on the "Road to Parental Responsibility," regardless of the ages of our children.
1. Right now, this minute, do I know where my child is and what he is doing?
2. Do I know my child's playmates? Do I know all of my child's adult friends?
3. When both parents are away from home is my child cared for by a responsible person?
4. Do I know where my child is at all times and who he is with?

Steady Growth By Methodists
Reports on all phases of church business were given Wednesday night at the Fourth Quarterly Conference of White Temple Methodist church of Anaheim. District Superintendent Hayden S. Sears presided over the meeting which was attended by more than 200 persons.
Steady growth in all departments was reported. Ten groups meet regularly, some monthly, others oftener for outside work and fellowship, including the kiddie group, Junior High, High school and College age groups; the PM's (ages 20 to 30), the Crescento, the Superteens (over 65), the Fidels, the Prospectors, and the Home Builders.
The Rev. C. J. Andrews minister of visitation, reported that during the past 52 weeks, 1477 persons have either taken up new residence in Anaheim or vicinity or moved to dwelling within the territory. The Rev. Andrews welcomes these new families to the city and helps them locate churches of their own choice and sends their names to pastors of their chosen churches.

Democrats To Meet In Chicago, July 21
DENVER (UP) — The Democratic National committee voted today to hold its 1952 presidential nominating convention in Chicago.
William M. Boyle Jr., chairman of the national committee, was authorized to fix the date, expected to be the week of July 21—two weeks after the Republicans pick their nominee in the same city.
Chicago offered to match a $250,000 expense fund posted by Philadelphia which bid unsuccessfully for the convention.
Philadelphia also had offered fringe benefits in addition to the check which would have the effect of making its bid $367,000.

VANCOUVER (UP) — The clanging of a burglar alarm interrupted a revival meeting in the rear of a garment store premises here one night recently. Rev. D. Kraemer called police who found the burglar had been scared off, leaving a crowbar behind.
College Football To a Million Fans
PHILADELPHIA (UP) — Imagine playing a college football game before half a million cash customers.
That's entirely possible under plans to be studied today by the National Collegiate Athletic association's TVX steering committee.
Two major theater chains—Fabian theaters and United Parame mount—have agreed to install big-screen television in at least 130 theaters to present major intercollegiate games.
The games would be piped in by cable. The NCAA and the competing colleges would share in box-office receipts. Exact financial details haven't been disclosed.
