How's a guy to know...?
Nobody has read all the old bills California legislators left behind when they quit their deals for a 47 day recess two weeks ago.
The task of printing them hasn't been completed yet.
And the job of officially summarizing them won't be finished until it's almost time for the lawmakers to return to Sacramento March 11 for the action half of their split session.
It doesn't say so in the State Constitution; but the idea behind the so-called bifurcated session is to give the legislators and the public time to study the proposed law changes before active consideration of them begins.

Do the public schools need more money? How about the proposal to tax cigarettes or to up the levy on automobiles to give it to them?
Should unemployment insurance and welfare's compensation benefits be bigger? Does the state need a law requiring subversives to register?
These are some of the questions the legislators will have to answer in the months of March, April, May and June. And presumably, they are getting their constituents' ideas now.
While many of the broad issues have been defined in the bill introduction period, there are obstacles in the way of the split session system working out perfectly in practice.
One of them is the huge number of bills. It's obviously impossible to study all of them. The legislative committee's staff of 25 lawyers doesn't figure in complete its official digest until after March 1.
The layman is at a disadvantage, too, because most of the measures are written in complicated lawyer's language.
When the legislation first started using the recess in 1913, large scale attempts were made to educate the public on pending legislation.

A FELLOW FROM my old home town back in Illinois to California to live comfortably for the first of his days to security. He has retired at the comparatively tender age he has a beautiful home. He and his wife each drives a new assidious application of talent; sweat and business acumen made his bank-roll in the bakery business in a suburb of Chicago. He will have no worries about meeting bills for the rest of his life.
This man is a typical example of individual success in the system of economic capitalism.
But now that he is idle and restive in California, his has undergone a marked change; he has renounced the system which he has prospered. He predicts the most esilimitous depression in the history of the country, with subsequent chaos and ruin. He has picked out a little piece of property whither he will scurry when the crash comes.
And, further than that, he has become a devout Mara all for spreading the wealth around evenly, but I have yet seen him going forth among the less fortunate multitude handling dollar bills of which he has amassed a plentiful supply from in the wicked ways of capitalism which he how so soundly.
What can you do with a guy like thall? Take a shot at it! I think that's against the law.

What elements of the atom bomb cause the most casualties?
The element making the A-bomb different is explosive radioactivity, but most damage is caused by its blast and heat flash.
At Hiroshima and Nagasaki slightly over one-half of all deaths and injury were attributed to blast. Nearly one-third of the casualties were from heat flash.
Atomic explosions high above ground cause the most widespread damage.
Explosions close to the ground or below its surface reduce the range of radiation, blast and heat flash. This is because the three elements are partially blocked by the earth, nearby buildings and other obstacles. The scattered dirt and dust will be dangerously radioactive.
In an underwater burst there is less to fear from blast, nothing to fear from heat but extreme danger from radioactive mists.
