State Tax Load Ranks with Top
California ranks well up among the states with the highest state-level burdens — third highest among 20 selected states in per capita, and second only to New York in total dollar volume of taxes collected. Furthermore, combined state and local tax collections place California second high among these states on a per capita basis, and fourth high on an income basis.
These and related factors were revealed today upon completion of a six-month study of California governmental revenue and expenditures, compared with other states. The study was made by a special California State Chamber of Commerce committee on state and local finance. The nation's 18 most populous states, and the neighboring states of Oregon and Arizona were used for comparison.
"The 1951 session of the California legislature will be faced with demands for heavy increases in our state budget," Max Eddy Utt, Los Angeles attorney, chairman of the State Chamber's special committee stated. "Therefore, we consider it timely for California to take stock of where it stands tax-wise, in comparison with other states.
Alabama has appeared in all four major Bowl games—the Rose, Sugar, Cotton and Orange.

Drivers Licensing In Temporary Move
Drivers license examination is again being temporarily moved to the Barney Koster-Studebaker agency at 524 E. First st., Santr Ana, according to Jack Campbell, manager of the Orange county office of the Dept. of Motor Vehicles, at 405 S. Main st., Orange.
Examinations at the Orange office were closed at noon today and will be resumed at the new temporary location at 524 E. First st., Santa Ana, at 9 a.m., Thursday. Regular office hours will be maintained, 9 to 5 daily and 9 to 12 noon on Saturdays through Feb. 10, 1951.
“This temporary move has been made necessary due to the tremendous increase in auto registration activities during the annual license plate renewal period,” Mr. Campbell stated.

NEW YORK (P)—The communist party of the United States was looking for a meeting hall in Brooklyn today after an unexpected hitch developed in plans for its 15th biennial national convention.
The opening of the convention is scheduled for tonight at public rallies in Manhattan, the Bronx and Brooklyn. However, owners of the Brooklyn hall, the Livingston, cancelled the communists’ reservation yesterday.
