TEL AVIV, Israel (P)—The newspaper "Hatzofeh" said Barclays Bank of London has refused to loan $1,400,000 to the City of Jerusalem "owing to the uncertain political situation in the cit."
The city had planned to use the money for new development schemes. The bank did, however, announce its readiness to lend $28,0000 if the loan was guaranteed by the Israeli government.

SACRAMENTO, May 10 (P)—It's White Cane Week in California—beginning next Monday.
Said Governor Warren today in an official proclamation:
"The white cane has become widely known as the sign of a blind person."
"It should indicate to everyone that the person carrying it must be given the greatest possible protection from hazards which he is unable to see."
The governor called upon California to join with the other states "to help achieve greater recognition of the fact that the bearer of a white cane is a blind person who merits our intelligent assistance and consideration."
