The City Council hereby reserves the right and power to grant variance permits for non-conforming uses under this Ordinance where unusual circumstances justify issuance and to avoid hardship and unfairness. Application for variances shall be made to the City Planning Commission and granted or denied in accordance with the provisions of Section 4 of Ordinance 609 of the City of Anaheim.
SECTION 3. Any person, firm or corporation, whether as principal, agent, employee or otherwise, violating any of the provisions of this Ordinance shall be guilty of a misdemeanor, and upon conviction thereof shall be punishable by a fine of not more than Three Hundred ($300,000) Dollars or by imprisonment in the County Jail for a term not exceeding three (3) months or by both such fine and imprisonment. Such person, firm or corporation shall be deemed guilty of a separate offense for each and every day during any portion of which any violation of this Ordinance is committed, continued or permitted by such person, firm or corporation, and shall be punishable as herein provided.
SECTION 4. This Ordinance is hereby declared to be an urgency measure and shall be in full force and effect immediately upon its adoption. The facts constituting such urgency are as follows:
The uncontrolled erection, or construction, of buildings on building sites within the aforesaid area within the City of Anaheim, would be detrimental to the public health, safety, peace, comfort and general welfare of said City. That there is an immediate danger that persons, firms or corporations will erect and construct buildings and dwellings in said area detrimental to the character of the district and not peculiarly suitable to the particular uses for which such territory should be used, and that will tend to diminish property values rather than conserve such property values, and will be detrimental to the orderly development and expansion of the City of Anaheim, and the direction of building development according to a well zoned plan.
That the adoption of this Ordinance as an urgency measure is necessary for the immediate preservation of the public peace, health, safety and public welfare.
SECTION 5. The City Clerk shall certify to the passage of this Ordinance and shall cause the same to be printed and published once in the Anaheim Gazette, a newspaper of general circulation, printed, published and circulated in said City of Anaheim, California, within fifteen (15) days.
April Fool Motif For Kiwanians
Hilarity reigned at noon on Tuesday when the Kiwanis' wives took over their annual day of entertaining their husbands with the theme of the day being April Fool.
Mrs. M. M. Henderson was the chairman of the day and special mention is made of the decorating committee headed by Mrs. Elmer Hall. The room was covered with pastel spring flowers and the table centerpieces were pastel balloons which bobbed gracefully during the program. Marshal for the day was Mrs. Ray Link.
Aside from the entertainment of the little tricks that were played on the men all during lunch, Mrs. Bob Hardin "mugged" through a bass solo with Albert Cranston doing the work behind stage. Mr. Cranston later sang "Some Enchanted Evening" from the hit "South Pacific" and Mrs. Hardin chose the selection "Un Belle Dit" from Puccini's "Madame Butterfly." Val Seeward, a professional magician performed a bag of tricks after which Mrs. Tommy Thomason led the group singing.
Birthday honors went to Don Butka, Victor Brown, Fred Rusch and Bill Phelps who cut their marble-filled cake in front of the hysterical gathering.
Mrs. Art Shipkey, Jr., dressed as a night club cigarette girl passed favors to all of the men as a remembrance of this celebration.
