An account from Matthew reports that when Jesus "had called unto him his twelve disciples, he gave them power against unclean spirits, to cast them out, and to heal all manner of sickness and all manner of disease." Jesus directed them to "Go not into the way of the Gentiles, and into any city of the Samaritans enter ye not; But go rather to the lost sheep of the house of Israel. And as ye go, preach, saying, The Kingdom of heaven is at hand. Heal the sick, cleanse the lepers, raise the dead, cast out devils: freely ye have received, freely give." The amendment was proposed by Assemblyman Willard Huyck, and is the result of extensive study on the part of the committee appointed in the lower house to look into mis-use of state cars. It was also approved by Assemblyman Marvin Sherwin, chairman of the assembly Ways and Means Committee, and the State Department of Finance. Briefly, the amendment would require certifications from each state employee who drives a state automobile to the effect that each trip made during a month was necessary in performance of the operator's specific assignment; as to each automobile not placed in overnight storage in a state garage that said vehicle was enroute on official business or that no state garage facility was available. The amendment, which provides $32,380 for the Department of Finance to enforce, is directed at practices of using state automobiles on pleasure trips, or to and from work. The committee found, Huyck said, that these practices are somewhat widespread. Certification to false statements on the part of employees, the amendment provides, would be grounds for dismissal from state Resident of Orange County for 57 years, Enderle long has been active in civic and agricultural affairs.
