AFFAIRS OF STATE

SACRAMENTO (WNS)—A proposal for a senate interim committee to study methods of financing urgently needed state highways and grade crossing separations has been made by Senator Luther T. Gibson of Vallejo.
Gibson is a man, the type of which was popularized by Horatio Alger, the storybook author read by the generation before Dick Tracy.
Starting life as a printer's helper in Santa Cruz county he eventually became a successful Solano county publisher and businessman.

Having arrived at economic solvency through hard work and proficiency he sought a method of repaying the country for the opportunities it provided for him and every other person willing to work towards a goal.
To this end he has subjected himself to the abuses every person who offers his services to the public through an elective office must endure.
Elected two years ago he has quietly gone about his business in the legislature and won the respect and friendship of the members of both the assembly and the senate.
In the current proposal he has offered to the state a method by which sound financing of California highways can be found.
Under the present financing plan as worked out through the efforts of the Collier highway committee there is an admitted deficiency in California highways amounting to more than $2 billion. This deficiency represents nothing more than the absolute minimum needs of the state.
The Collier committee, under the able leadership of Senator Randolph Collier of Yreka, did an outstanding job. In addition to the excellent research made by the committees two experts, Frank Carr and Richard Zettle, Senator Collier performed the remarkable service of hitting upon a plan for improving California highways which was acceptable.
But Senator Collier has already pointed out that his plan contains weaknesses.
The main weakness is that it takes a ten year program aimed at solving today's highway problems. At the end of the program, Senator Gibson points out, we will again be ten years behind the normal increase in population and highway se.
What Senator Gibson hopes accomplish is the application of state highway construction of the sound business principles he learned and applied in making his own personal success.
The cherry blossoms which attach fame to the nation's capital in spring should in no way detract from California's own capitol.
Here, as the spring season opens 2200 camellia trees, representing 700 different varieties, are in full bloom.

Originally established by the federal government as a wartime program to assist war workers, the child care centers became a state problem at the war's end.
On the plea that the centers were needed to aid returned veterans were reestablished. The legislature was prevailed upon to continue the centers temporarily.
Since 1945, at an annual cost of more than $5 million, the centers have been revived each year by legislative action. At no time has Governor Warren included any provision for the continuance of the child care centers in the budget.
The child care center program has been under the administration of the Department of Education.
At the present time about 13,000 children are benefitting under the program. But the program operates in only a dozen counties with the largest percentage of the children year, the program on a state level.
Most members believe if they relent on their decision to abandon the program the state will be saddled with this additional service forever.
Yet, there is a growing sentiment among members of both houses of the legislature to amend the law and extend the program for another year.
One year ago, Assemblyman Glenn Anderson of Los Angeles who recently announced his candidacy for senator from that county, told an assembly committee this;
"The ultimate goal of the child care center program is to provide this service for every family regardless of income."
At that time, another proponent of the measure to extend the child care centers told the committee he believed the program should be for all children because "many parents do not know how to raise their children."

Controller Thomas H. Kuchel, Chairman of the Franchise Tax Board, today warned new residents of California of their possible liability to file returns under the California Personal Income Tax Law.
Individuals who are in California for other than temporary or transitory purposes are considered to be residents of this State and are required to file returns if they would be banned under the Brine measure, while the Caldic measure affects only slot machines that pay off in cash.
Slot Machine Ban in State Sails Through
SACRAMENTO, (WNS)—measures making possession slot machines illegal went through the assembly this week with scarcely an argument.
The bills, authored by assemblyman Ralph M. Brown, Stlaus county and Thomas E. decott, Berkeley, are part of an error Earl Warren's campaign against the underworld.
The assembly by a vote of 48 refused to adopt amendment to the measures which would mit possession of slot machine fraternal, non-profit and charitable clubs. The amendment submitted by speaker of the sembly Sam Collins, who said had been requested by organizations operating on a non-public basis.
A concerted drive to defeat bill, which resulted in what Bain said was the transmission of telegrams to members of the sembly, failed to muster but votes on the bills themsebrown's bill passed 67 to 32; Caldecott's 68 to 2.

Tax Returns

Individuals who are uncertain of their residential status for California income tax purposes are requested to write to the Franchise Tax Board, Sacramento, California, or call at any of the several branch offices maintained by the Franchise Tax Board throughout the state.

Clarence Girton Succumbs After Lengthy Illness
Clarence LeRoy Girton, 63, died Saturday, March 18, at an Orange county hospital after a prolonged illness.
Mr. Girton came to Anaheim many years ago from Illinois and was the owned and operator of the grocery store at the corner of East Broadway and Bush streets.
He is survived by one daughter, Miss Jane Girton of Los Angeles; one brother, Frank V. Girton of Chino; four nephews, Ralph W. Girton of Newport Beach; William Girton and Paul Jones both of Chicago and Frank Girton, Jr., of Chino; three nieces, Miss Elizabeth Jones of Los Angeles, Mrs. Ethel Hickey of Santa Ana and Mrs. Nora Dickerson of Midway City.
Funeral arrangements have not been completed and will be announced later by Hilgenfeld mortuary.
Mr. and Mrs. Arthur Lopez of Garden Grove, announce the birth of a son weighing eight pounds and 14 ounces on Tuesday, March 21, in St. Joseph hospital.
The National Base Ball Hall of Fame, opened in 1939, is at Copperstown, N. Y.
Oppose Tariff Reduction on Italian Lemons
SACRAMENTO, (WNS)—Opposition to a proposed fifty percent tariff reduction on Italian lemons was expressed here by Senator James J. McBride of Ventura.
Calling attention to the existence of a surplus lemon crop in California, McBride sponsored a resolution asking President Truman and Congress to prevent tariff reductions on imported lemons.
McBride said if the proposed trade treaty is adopted he feared similar action might be taken by the state department with respect to orange, lime and grapefruit markets.
The Ventura solon pointed out the Italian lemon growers already enjoy a retail selling advantage of more than one dollar per box in eastern markets of the United States.
He said the lemon surplus in this state is more than 30 percent greater than usual and directly attributed the situation to the large shipments of Italian lemons to this country.
