The floor was packed, with additional chairs back of the curved rows, and with special chairs for the cabinet, and the officers of the two bodies of the congress. A tightly packed row of pages, attaches and secret service men stood around the edges of the room. The room itself was changed. The unsightly steel columns, which stood there for almost ten years, were gone. The roof had been raised, and the new ceiling looked like an inverted soup toureen, apparently made of the same material as the kitchen sink in the modern home. Indirect lighting had replaced direct lighting and the valuable old glass seals of the states were gone. A new row of painted seals ornamented the ceiling border. Loud speaking devices were along the south wall, and concealed outlets permitted the gallery visitors to hear. In the words of one Pennsylvania congressman, the house has now been brought up to the level of the average movie house, but unless something is done about the seats, we shall have to elect percushioned representatives. A little man was speaking from the rostrum. He is personally popular, and the big audience listened respectfully. He was, in effect, playing the record again that he played a year ago. Something for everybody; that is, everybody with a vote. The Indians were about the only group not mentioned. At one point there seemed to be a crack in the record. He had to go back and play it again at that point. He had said, "Because of the ill-considered tax reduction of the 80th Congress, the government is not receiving enough revenue to meet its necessary expenditures." The roar of laughter which greeted that statement was unprecedented during the reading of a presidential message, and made it necessary for him to re-read the following paragraph. What the 80th Congress did was to cut the pattern of expenditures to fit the cloth of income. Seven million working people and small income families did not pay income taxes last year, because of that "ill-considered reduction." Will the president ask us to reimpose taxes on these families? You can read the speech in the papers. The President said the income for the average family, in the year 2000 would be three times the 1950 income. He didn't say what the taxes would be, nor the value of the dollar. He said, "Today, the free peoples of the world have new vigor and new hope for the cause of peace." He did not mention that we have lost Asia to the cause of freedom, nor did he mention that in 1945, at the close of the war, Russia ruled 190,000,000 people. In June 1948, Russia ruled 450,000,-000 people, and today, she rules 800,000,000. These are not free people, and they do not have new vigor and new hope for the cause of peace." "The parades—one on Tuesday morning, June 20, and the other on Wednesday night, June 21—will present the uniformed bodies in a lavish spectacle of Oriental magnificence which would do justice to the 'Arabian Nights'," Stearns said. Cost Million Dollars to Kill Prop. 4 Sacramento, (WNS)—Close to a million dollars went into the campaign to abolish Proposition No. 4 according to reports issued by Secretary of State Frank M. Jordan. To pass Proposition No. 2 at the November special election, committees filed $956,617 in expenses as compared to $230,845.56 spent by the citizens committee for old age pensions, which is the George McLain organization, to uphold Proposition 4 of a year earlier. On the school bond issue, a committee of which Arthur F. Corey acted as treasurer, expended $117,793.32. There were no reports of funds spent against the $250,000,000 bond issue. It cost $9,133.61 to pass the measure authorizing shorter legislative pay sessions, the report indicated, and no money was spent in opposition to this proposal. Daylight saving, which was No 12 on the ballot, cost $149,039.61 to pass, while a citizens committee against the measure filed expenditures of $12,230.84. LEGAL NOTICES Corporation Filings in State Decrease Sacramento, (WNS) — A decrease in corporation filings of 14 per cent was announced today by Secretary of State Frank M. Jordan. Jordan said 8,323 corporations were filed in 1949, as compared to 9,718 for 1948. Of the new corporations, 7,675 were California organizations and 648 out-of-state corporations qualifying to do business in this state. For the Fourth consecutive year, the secretary of state said, tax exempt corporations showed an increase in percentage. This type of corporation was 23 percent of the total last year, compared to 13 percent in 1946. Delaware and New York replaced Nevada in the number of Foreign corporations filing in this state. Delaware had 116, New York, 109, and Nevada 106. Corporations from all but ten of the 48 states qualified in California, in addition to two from the district of Columbia, three from Hawaii, and one each from China, Panama and Switzerland. Jordan also announced during the past year that 273 city and 35 district annexations were filed. New corporations included one city, five county water districts, two park, recreation and parkway districts, seven soil conservation districts and three hospital districts. Yosemite park, in California, is famous for its mountains, inspiring gorges, waterfalls and giant Sequoias. Edison Announces 1950 Building Expenditures Southern California Edison Company plans to spend approximately $51,500,000 during 1950 for new plant and replacements, according to W. C. Mullendore, Edison Company president. This expenditure is some $15,-000,000 less than that authorized for the 1949 construction and expansion program. It marks the turning point in Edison's extraordinary postwar plant expansion and replacement program, which will be completed by the end of 1951 at a total cost of approximately $300,000,000. To make up for construction curtailments during the war, the Edison Company planned to increase its generating capacity by 589,000 kilowatts during the six-year period 1946-1951, inclusive. A total of 505,000 kilowatts already has been added, together with more than eighty new substations and 4,000 miles of new transmission and distribution lines. LEGAL NOTICES (Pub. Except as noted in the wage schedule, the rates of per diem wages for each of the various classifications of work shall be hereinafter set forth prevailing rates of hourly wages multiplied by eight (8). Elight (8) hours shall constitute a day's work; it being understood that in the event that workmen are employed less than eight (8) hours per day, the per diem wages shall be deemed to be that fraction of the per diem wages herein established that the number of hours of employment bears to eight (8) hours. Overtime shall be paid for work performed in excess of the regular day's or week's work and at the rate for overtime of the craft involved. Holidays as herein referred to shall be deemed to be New Year's Day, Decoration Day, Independence Day, Labor Day, Armistice Day, Thanksgiving Day, and Christmas. If any of the above holidays fall on Sunday, the Monday following shall be considered a legal holiday. It shall be mandatory upon the Contractor to whom a contract is awarded, and upon all sub-contractors under him, to pay not less than said general prevailing rates of per diem wages to all workmen employed in the execution of the contract.
